workshop to be
held in Heppner

A workshop sponsored by
Oregon State University Ex
tension Service and the Blue
Mountain Resources Council
will be held in Heppner on
Friday, October 23 from 10
a.m. to 4 p.m. at the Elk's
Lodge.
All people living and work
ing In Eastern Oregon have a
stuke in natural resource
management and use deci
sions. Local groups must be
informed and organized to
effectively guide private and
public resource use decisions.
One purpose of the workshop
is to discuss how the producti
vity and availability of natural
resources influence the econo
mic welfare and traditional
ways of life of Eastern
Oregonluns, and how local
groups can guide resource use
decisions. The workshop
should be of interest to local
government and business
leaders, resource interest
groups, and others throughout
Eastern Oregon, said Bob
Costa, Morrow Co. Extension
. agent.
The program will consist of
three parts. Bill Farrell, of the
Rural Land Resource Council,
will moderate a punel discus
sion on various ways of
organizing local action. Mem
bers of the panel will repre
sent resource councils, Cham
ber of Commerce committees,
and rural development com
mittees. A second panel will
discuss the "nuts and bolts" of
how local groups can influence
resource use decisions. Panel
.members will indued repre
sentatives from the U.S.
Forest Service, BLM, and
industrial development organ
izations. The bulk of the
workshop will be devoted to
presentations by Fred Ober
,mlller, OSU Extension Com
munity Resource Develop
ment specialist. Ober miller
will discuss local economic
facts and how these facts can
be used for productive resour
ce and economic development
planning. Obermiller will also
spend time discussing the
understanding and use of
county input-output models,
he added.
Input-output models have
been completed for Morrow
and Baker counties. The
models are detailed studies of
the structure of rural, resource-based
economies and can
be used to determine the
effects of changes in the local
economy on all other sectors
of the local econom, e
input-output models repi-sent
a powerful data base for
economic decision making,
said Costa.

Saturday, October 24, 9 p.m.
at the V.F.W. Hall, 1221 S.E.
Court in Pendleton.

and the cost is $2 per person.

and a dancing contest and
prizes will also be featured,
said a group spokesperson.

Conservation and Develop
ment has received a request
from Morrow County that
their comprehensive plan and
implementing measures be
acknowledged to be in com
pliance with the Statewide
Planning Goals.
The Commission will review
the plan at its meeting on
January 21-22, 1982. The
review will be based on a
report by DLCD staff and
comments received from af
fected local, state and federal
agencies and interested per
sons. Comments on the plan or
objections to the Commission
acknowledging the plan must
be submitted to the Depart
ment of Land Conservation
and Development, 1175 Court
Street N.E., Salem, Oregon
97310, by November 30, 1981, to
be addressed in the staff
report. Objections must be
submitted in writing to the
Department by January 6,
1982, to be considered by the
Commission, and should also
be sent to the local govern
ment. Copies of the plan are
available for review at the
Department in Salem and the
DLCD Field Offices in Port
