Deep interest in
To the Editor:
It was with deep interest
that I read your front page
story of the old dam and of the
air of mystery surrounding its
discovery.
I remember well the ice
ponds of "Uncle Jimmy" J.W.
Cowins and son Will. These
rather shallow ponds were
across Alfalfa Street from the
Cowins home and soda pop
factory, and in early youth I
recall watching in winter
time, Mr. Cowins and Will
cutting the ice in large blocks,
with a cross-cut saw being
used in the cutting. This ice
was only for refrigeration.
The ponds were abandoned
when Mother Nature failed too
many times to bring prolong
ed freezing spells. I never
noticed any dam but no doubt
there was one of sorts.
For many years most of the
ice came from the big ice
plant at The Dalles. As for the
dam of mystery serving
electrical purposes, I doubt
that very much since electric

Mr. and Mrs. Roger Mortimore
Andrea Jean Campbell and Roger Forrest Mortimore, both
of Heppner, were married Sept. 12 at the United Methodist
Church of Heppner with the Rev. Mike Sheridan officiating.
Don Slinkard, Prineville, was soloist, with Carley Drake, of
Heppner, at the organ.
Given in marriage by her father, the bride wore a long
white gown of lace over taffeta. Her finger tip illusion veil
was trimmed in lace. She carried a cascading bouquet of
yellow baby roses, white mini-carnations, white daisies and
baby's breath.
Karen Cossitt, Fossil, sister of the groom was matron of
honor. Bridesmaids were Annette Williamson, Tulare, Calif.,
cousin of the bride; and LuAnn Pike, Portland
Tammy Nicklas, Terrebone ; cousin of the bride was flower
girl; with Billy Mortimore, Fossil, nephew of the groom as
ringbearer.
Russell Johns, Pendleton, was best man. Ushers were Earl
Mortimore, Terrebone, brother of the groom and Rick
Paullus, Hermiston. : ,: -
Following a wedding trip to the coast, the couple are at
home in Heppner, where the groom to employed by Evan,

dam story
light did not come to Heppner
until well into circa 1900's.
Early street lights, along
Main Stree, were arc lights.
For home lighting kerosene oil
lamps were used as a general
utility. So if this old dam was
built in 1891 it could not have
been for the production of
electric power, which came
many years later, from steam
generated power produced by
the burning of slab wood.
From the facts in hand, this
old dam was built on the
Neville farm to divert water
into the historic old mill race
to turn the grist wheels in the
Heppner Flour Mill, located
on the water's edge on North
Court Street. The mill race did
its work well until the mill
finally went out of business
somewhere around 1920.
The last time I was in
Heppner, (1976) I noted parts
of the old race still clinging in
place around the rim rocks.
