Protection Information
Recent population growth in Eastern Oregon has made it necessary for fire service agencies to
place increased emphasis on fire prevention and suppression. A critical part of this effort includes
providing for an increased public awareness of the situation. This publication is designed to
provide as much information as possible on fire protection district boundaries, various regulations
that apply within the different districts and general information on land ownership.
The goal of the Grant-Wheeler-Harney Fire Prevention Co-op, is to develop a strong fire
prevention program for East Central Oregon by combining the prevention assets of the fire
service agencies in the three county area.
Presently, the prevention co-op is made up of representatives from several fire service agencies
and large land owner concerned with fire prevention. This group meets regularly to coordinate
special prevention projects such as this publication, which represents their initial effort. If you
have any ideas you feel would be of value, please contact your local rural fire chief or local fire
prevention coodinator from any of the agencies listed on the following pages.

State Forestry
Department:
This organization is charged with protection of
forest lands not otherwise protected by either
agency. As a result there are areas of overlap with
several of the rural departments where forest lands
are involved. In these cases of overlap the rurals
protect the structures and related agricultural lands
while the State Forestry protects the forest lands
during the designated fire season. During the rest
of the year, home owners in areas outside of rural
fire protection districts have essentially no fire
protection coverage for their homes.
United States
Forest Service:
The Forest Service conducts all land management
activities on U.S.F.S. lands. Local Ranger District
offices have information available on these
activities. See map on following pages for
identification of National Forest lands.
Bureau of Land
Management:
The BLM is responsible for all management
activities on BLM, National Wildlife refuge and
Bureau of Indian Affairs lands. Fire protection on
some BLM land is provided by other agencies. BLM
land in the John Day area is protected by the State
Forestry, however other management activities are
conducted by the BLM.
Rural
Fire Departments:
Structural and rural fires should be reported to
appropriate fire departments on a year-round basis
(see map on following page). Regulations may vary
between fire districts. Contact your local rural
department for details.

Departments
1. Report fires or information to:

For information call the above numbers between 8
a.m. and 5 p.m.
2. Burning permits may be obtained by calling one
of the above numbers - see map on following
page to determine which one to call. Permits
required for all burning done on private lands
during fire season. Inspection of burning site
required prior to permit being issued.
Bureau of Land
Management:
Burns District BLM:
1. Report all fires within the Burns district to
(503) 573 2071, Burns district office.
2. Burns BLM does not issue burning permits
for non-public lands. We do urge that you use
extreme caution during the late spring,
summer and early fall seasons.
3. Campfire permits are not required on BLM
lands. Again we stress caution.
4. Woodcutting is permitted in 'designated areas,
however a free permit must be obtained from
the district office, 740 Alvord, in Burns. A
map and regulations will be received with the
permit.
National Forests:
Malheur:
Ochoco:

2. Campfire permits are not required.
3. The Malheur National Forest does not issue burning permits for non-Forest land.
4. Woodcutters are required to obtain woodcutting permits from one of the offices listed
above. Except in Posted Free Use Areas.

party).
