impressive record
"He's the best I've ever seen
since I've been coaching."
So says Heppner Baseball
Coach Dale Holland about his
star hitter. Doug Holland,
short-stop on this year's
Mustang baseball team.
Doug's lists of accomplish
ments are pretty impressive.
He led the league in hitting
this year for the second year
in a row. He made the
Columbia Basin league all
star team this year for the
second year in a row. He had a
24 consecutive game hitting
streak coverings two seasons
broken only in a game this
year at Wahtonka.
Since then Holland has
gotten a hit in the last seven
games of this season to start
on another streak. He ended
up with a .545 batting average

Welfare reform not in spotlight
Welfare reform hasn't oc
cupied much of the public
spotlight this session, but it
surely is one of state govern
ment's ma jor achievements of
the past two years, reported
Senator Ken Jernstedt.
An aggressive top-to-bottom
shakeup of welfare programs
waged by the Atiyeh adminis
tration has replaced welfare
with work for thousands of
Oregonians at a savings of
more than $150 million in your
federal and state tax dollars,
and has provided a blueprint
for the rest of the nation to
follow, because what has
happened with little fanfare
here in Oregon is what the
Reagan administration hopes
to achieve in all states.
No one can quarrel with the
original concept of welfare,
which was designed during the
1930's as a system of tempor
ary aid for people who.
through no fault of their own.
were unable to meet their
needs and the needs of their
families.
But somehow, without our
quite knowing how it happen
ed, this system of temporary
aid has turned into a system of
lasting shackles and it has
reached the point where we
now have third and fourth

generation welfare families.
What to do to solve this
prohlem and to break this
chain of dependency has been
with the Slate Legislature for
a number of years, but reform
attempts have generally been
frustrated hy the federal
government, which provides
much of the money and most
of the say. commented
Jernstedt.
Oregon's policy has resulted
in 5.ttx recipients being im
mediately dropped from the
welfare rolls, with another
15.000 receiving a sharp reduc
tion in their payments. It is
estimated that nearly 75 per
cent of those who were
affected by these changes are
now employed and no longer
dependent on help from their
fellow citizens.
Nothing in these new pol
icies in any way alters or
dilutes our collective respons
ibility to help those with
legitimate needs, starting
with the blind, aged and
disabled.
We should continue to dem
onstrate our compassion, but.
while doing so. we must
guarantee that our limited
resources are not squander
ed by those whose greed
exceeds their need, said
Jernstedt.
