QUESTION
SHALL THE VOTERS AUTHORIZE MORROW COUNTY TO LEVY $108,565
OUTSIDE THE SIX PERCENT LIMITATION FOR HOSPITAL AND NORTH
MORROW CLINIC OPERATION?
PUROPOSE
The purpoee of the measure if to provide fundi to balance the 1961 1962 operating
budget for the Pioneer Memorial Hospital Nursing Home and the North Morrow Clinic
aenricee to the people of Morrow County.
EXPLANATION
The tout proposed rival year 1981 1982 budget for Pioneer Memorial Hospital and
Nursing Home and the North Morrow Clinic is $1,352,515. A total property tax levy of
108.5t& is necessary to balance the budget. Of this amount $66,765 is required by the
North Morrow Medical Clinic and ambulance service and $41,800 by the Pioneer
Memorial Hospital to operate the hospital, nursing service and ambulance service. The
reason for the increase in the North Morrow Clinic was due to the loss of physicians
service and revenues during the present fiscal year. If this measure is approved
1108.565 will be totally financed by local tax payers resulting in an estimated tax of
$.19 per $1,000 of true cash value.

QUESTION
SHALL THE VOTERS AUTHORIZE MORROW COUNTY TO LEVY $1,927,583
OUTSIDE THE SIX PERCENT IJMITAT10N TO BALANCE THE 1981 1982
OPERATING BUDGET?
PURPOSE
The purpose of this measure is to provide funds to balance the Morrow County
operating budget for the fiscal year 1981 1982.
EXPLANATION
The Morrow County tax base was established in 1940. With annual increases the
1981 1982 Ux base in $390,069. This amount is inadequate to finance county
government and related services. This levy finances all general fund expenditures,
general school fund, that portion of the road maintenance fund not included in the
three year serial levy and the percentage of these road funds allocated to the cities for
maintenance of streets and bridges. Increases are due to inflation, new labor contracts,
a two percent increase in the amount for uncollected taxes plus larger contingency
funds. If this measure is approved $2,317,652 of the taxes will be partially financed by
the State of Oregon which will result in an estimated Ux of $4 00 per $1,000 of true
cash value.

QUESTION
SHALL THE VOTERS AUTHORIZE MORROW COUNTY TO LEVY A ROAD
SERIAL LEVY OF $8,568,000 OUTSIDE THE OREGON CONSTITUTIONAL
LIMITATION?
PURPOSE
The purpoee of the measure is to provide $2,856,000 per year lor thro year to
reconstruct major arteriala and heavily used secondary county roads.
EXPLANATION
Morrow County dtixens have, by petition, requested the County Budget Committee to
submit a three year road operating serial levy to the voters in the amount of
$8,568,000. The annual levy will be $2,856,000 per year. The progresaively
deteriorating condition of county roads prompted this action. Further delay in major
repair increases the risk of substantial cost escalation. This monev will be used to
match F. A. S. funds, purchase needed equipment and, by request of the County Road
Advisory Committee, to contract major construction projects. A percentage of tbia, by
statutes, will go to the cities. If this measure is approved $8,568,000 will bo totally
financed by local tax payers and will result in an estimated Ux rate of $4.93 per $1,000
true cash value for fiscal year 1981 1982.
