For BMCC budget
To the Editor:
I am writing in regard to the
upcoming levy election for
Blue Mountain Community
College on Tuesday. May 19.
As a member of the board of
education for the college. I
feel this coming election is.
probably the most critical
levy election the college has
faced in its nineteen years of
operation. Your support and
vote are needed.
The resubmitted budget has
been thoroughly reviewed by
the budget committee and
board. It provides for no new
services or construction
funds. With the expected
shortfall of state funds the
college will probably not be
able to provide the same level

The Oregonian on April 26.
1981, carried an article on
alternatives to Nur'"R Home
Care. One of our hospital
board members called it to my
attention.
All of us involved in the
Pioneer Memorial Hospital
are committed to the principle
that our older citizens in need
of care receive that care in
whatever form is best for the
individual involved. We feel
our Tri County Home Health
agency is doing an excellent
job. Through their efforts,
several folks have been able to
stay at home to enjoy life to a
greater degree.
One of the purposes for
writing this letter is to call
your readers (and the readers
of the Oregonian) attention to
the fact that either the author
of the article in question was
using maximum nursing home
fee schedules to shew as great
as comparison as possible or
the rates in the Portland area
are substantially higher than
they are at Pioneer Memorial
Hospital.

For Road levy
To the Editor:
Let's all take a good look at
the May 19 serial road
improvement levy for Morrow
County. A six page informa
tional package has .been
drawn up for the public.' Get
yours from the closest Road
Committee member (all 16
have copies) or from the Road
Department office.
There is something in the
plan for everyone. The cities
get help ($240,000. annually),
the paved roads get fixed, and
much more maintance money
and time will get allocated to
gravel roads, but each year
for three years you will notice
a big difference in road
quality.
The plan develops a logical,
affordable, clear cut pattern
to our road reconstruction
needs. The Court, Road
Department, 16 member
Road committee,
and dozens of concerned
plan's contents, and pledge to
make the plan work if the levy
is passed. The plan has been a
very unselfish effort by all
concerned. It was fun working
on it.
Please look at the plan, and
don't pass up a good deal May
19.

district at a cost they can
afford. I feel this budget meets
these goals. The future of
BMCC is in your hands, I urge
your continued support.

To set the record straight,
the average charge to our
guests in Pioneer Memorial
Hospital Nursing Home for the
last three months has been
$1,078.00. This is much differ
ent than the $1,728.00 quoted in
the article.
It is interesting to note that
Adult and Family Services
pay the hospital $940 per
month to care for those folks
that are not able to pay
personally. The difference
must then be absorbed in our
budget as an operational
expense.

helpers at Tri County Home
Health for a job well done.

Thursday, April 30. at Port
land. Funeral services were held

officiating. Ron McDonald
was the soloist, accompanied
by Gail Hughes at the organ.
Casket bearers were John
and Dennis O'Donnell, Herb
Burk. Michael Tiemey and
Eric and Patrick Nickerson.

Mrs. Nickerson was born
Nov 17. 1893. in San Luis
Obispo. Calif., the daughter of
Peter and Sophia Jorgenson

On May 13. 1913. she
married Frank D. Nickerson
in Napa. Calif. They moved to
Heppner in 1926 where they
purchased and began operat
ing the Morrow County Ab
stract and Title Company.
After her husband's death in
1942 Mrs. Nickerson continued
to operate the business until

Legion Post No. 87 at Hep
pner. He had been a charter
member of the Elks Lodge at
Madras, later transferring to
Lodge 288 at Pendleton.
Mr. Barlow is survived by.
his wife, Alberta, at Pendle
ton; a son. Everett C. Barlow,
and a daughter, Mary Earlley.
both of Pendleton; two sisters.
Flora Schunk. Heppner, and
Dolly Allstott of Umatilla ; and
three grandchildren. Another
daughter, Martha Etta Jane
Barlow, preceded him in
death in 1956.
Allen Stevens.
A lifetime resident of Mor
row County, she was a
member of the Rebekah
Lodge, Rhea Creek Grange
and the United Methodist
Church of Heppner.
Always active in community
affairs, both in Hardman and
in Heppner, she was an avid
reader who kept up on current
events. She was a willing
volunteer who spent many
active hours at the Heppner
Neighborhood Center. One of
her greatest pleasures was in
growing houseplants and shar
ing them with her friends.
Miss Stevens is survived by
a sister. Edith Musgrave.
Monument, and a brother,
Harold Stevens. Hardman.
Another brother. James, was
killed in action in World War
II.
Nickerson
1957 at which time she sold it
to her nephew and his wife.
Harry and Helen O'Donnell.
Mrs. Nickerson was a mem
ber of the Heppner Sorop
timist Club and All Saints
Episcopal Church.
She moved to Portland in
1959.
, Survivors include a daugh
ter. Adele E. Hayes of
Hillsboro; a son, Frances
Nickerson, Vermillion, South
Dakota: seven grandchildren,
12 great-grandchildren and
two great-great-grandchildren.
Gardeners to
meet Mon.
Next Monday evening. May
11, members of the Heppner
Garden Club will gather at Dr.
Wolff's home near the Kinzua
Mill for a potluck dinner.
After dining the group will
stroll through the doctor's
gardens where he has- an
outstanding collection of iris
which, it is hoped, will be
blooming nicely.
After the garden viewing the
membership will hear reports
of the recent District 10 spring
meeting, will plan for their
participation in the arrange
ments for the annual Pioneer
Picnic being held on Sunday,
May 24, and will witness the
installation of the club's new
officers who were elected at
their April meeting.

Works Dept. released the

In the north end of Morrow
County culverts were cleaned,
blow sand was removed from
8th St. and maintenance
repair was done on Patterson
Ferry Bridge.
Potholes were patched with
cold mix on the Don Turner
Road, McCabe Road. Dee Cox
Road. Basey Canyon Road,
Van Schoiack Road. Myers
Road, No. 748 Road. J. Dough
erty Road. Valby Road.
Clarks Canyon Road. Upper
Rhea Creek and Willow Creek
Road.
Roads bladed were Sum

Ransom, Redding, Warren,
