EXPLANATION OF PRO
POSAL: The total proposed
FY 1981 -B2 budget for Pioneer
Memorial Hospital and Nurs
ing Home and the North
Morrow Clinic Is $1,352,515. A
total property tax levy
of $108,565 is necessary
to balance the budget.
Of this amount $66.76.5
is required bv the North
Morrow Medical Clinic and
ambulance service and $41,800
by the Pioneer Memorial
Hospital to operate the hospit
al, nursing service and ambu
lance service.
The reason for the increase
in the North Morrow Clinic
was due to the loss of
physicians services and rev
enues during the present fiscal
year.
If this measure is approved
$108,565 will be totally financ
ed by local tax payers
resulting in an estimated tax
of $ 19 per $1,000 of true cash
value.

Morrow County to levy a Road
Serial Levy of 8.5fi8.000
outside the Oregon Constitu
tional limitation?
The purpose of the measure
is to provide $2.85C.IK10 per
year for three years to
reconstruct major arterials
and heavily used secondary
county roads.
EXPLANATION OF
PROPOSAL: Morrow County
citizens have, by petition,
requested the County Budget
Committee to submit a three
year road operating serial
levy to the voters in the
amount of $8,58.0ou. The
annual levy will I $2.BTfi.0O0
per year. The progressively
deteriorating condition of
county roads prompted this
action. Further delay in major
repair increases the risk of
substantial cost escalation.
This money will be used to
match F.A.S. funds, purchase
needed equipment and, by
request of the County Road
Advisory Committee, to con
tract major construction pro
jects. A percentage of this, by
statutes will go to the cities.
If this measure is approved
$8,568,0(K) will be totally fin
anced by local tax payers and
will result in an estimated tax
rate of $4.93 per $1,000 true
cash value for FY 1981-82.

The purpose of this measure
is to provide funds to balance
the Morrow County operating
budget for the fiscal year
1981-82.
EXPLANATION OF PRO
POSAL: The Morrow County
tax base was established in
1940. With annual increases
the 1981-82 base is $:190,M9.
This amount is inadequate to
finance county government
and related services. This levy

expenditures, general school
fund, that portion of the road
maintenance fund not Includ
ed in the three year serial levy
and the percentage of these
road funds allocated to the
cities for maintenance of
streets and bridges.
Increases are due to infla

amount for uncollected taxes
plus larger contingency funds.
If this measure is approved
$2.317.8.52 of the taxes will be
partially financed by the State
of Oregon which will result In
an estimated tax note of $4 00
per $1,000 of true cash value.
