The Cow Belles were on hand at Les Schwab
Tire Service in Heppner as part of a beef and
tire promotion, sponsored by Ia's Schwab, the
Oregon Beef Council and the Oregon
CowBelles.
The promotion included giving away free
beef gift certificates with the purchase of Leg
Schwab tires.

information will be submitted
to the BI'A which will, in turn,
determine the feasibility of
the site for an electricity
producing windmill.
BI'A does not necessarily
plan to construct all possible
windmills, however.
"This program will help
people interested in generat
ing their own electricity with a
windmill find out whether they
have sufficient wind to do it,"
said BI'A Administrator Ster
ling Munro in announcing the
project .
But he did add that ' Not
only w ill it locate places where
individuals can install their
own wind generators to pro
vide their own power, but it
will help refine our data on
areas where utilities might
locate large windmills, like
the MOD 2 in wind farms, to
reduce potential energy short
ages in the region."
Toombs said that although
the sites have already been
chosen for the Columbia Basin
Co-op district, the anemomet
ers could be moved to other
potential wind-generating lo
cations in the future.

workshops for newly elected

regional workshop will be held

Pendleton Council Chambers.

The purpose of the meetings
said a League of Oregon Cities
spokesperson, is to acquaint
new city officials with the
structure and particular needs
of city government, with
services of the league and
various state agencies, and
with other subjects of concern
to municipal government,

aim at hitting the key points in
such topics as "The Legal
Framework of City Govern
ment." "Basic City Services
and Intergovernmental Rela
tions." "Conflict of interest
and Open Meetings Law."
"Land Use Planning and
Management." and "Finan
cial Management."
A special half-day training
program on "Good Budgeting
Practices" will be held in
conjunction with the newly
elected officials' workshops
Designed for city budget
officers and citizen members
of the budget committee,
these sessions will focus on the
role of the budget officer and
committee and sound prin
ciples of sound city budgeting.
The workshop format will
include presentations based
on league-prepared material
as well as an opportunity for
group discussion and information-sharing.

Korea. Later in her career she
spent two years in Hawaii in
evangelistic work.
Miss Carlow received her
B.A. degree from Northern
Idaho College of Education,
Lewiston, Idaho, and a B.A.
degree in Religious Education
from Central Bible College,
