The driver swerves quickly to avoid the accident, but the turn is too sharp and the driver loses control. "The truck turns over and catches on fire. The barrels are spilled all over the , , highway and into an adjacent creek. The driver is thrown from his vehicle, and is unconscious. The State Police are called. When they arrive on the scene, they see that people are Jnjured. The truck is on fire, and a chemical substance litters the highway and stream. Traffic is blocked in . both directions. ' While the scene described above is hypothetical, similar occurences are happening too frequently on the nation's highways. Does Oregon have a work able plan to deal with such situations? The answer is a resounding, yes. "In the 1960's, it became apparent the number and type of hazardous materials inci dents in Oregon was on the increase," says Floyd T. Lacey, operations services engineer for the State High way Division. The major problem, he says, was that no local, state or federal govern ment agency had a coordinat ed system for dealing with . these incidents. In the hurry-up situations following a hazardous mater ial spill, Lacey says, chemi cals were often hoaed off roads into streams, contaminating . and destroying biological sys tems. The lack of communi- cations between echelons of, government, and a general lack of education concerning hazardous materials was magnifying the environmental hazards that could result from these materials, and seriously endangering the health and lives of individuals charged with responding to such inci dents. The situation was brought seriously home to state offic ials when a chemical spill occurred in the Newberg area several years ago. This triggered in 1969 the formation of a Governor's Committee to advise agencies concerning the handling and disposal of hazardous mater ials. The group was the forerunner of the Oregon Accident Response System (OARS), which became oper ational in 1970. It was the first ofganization of its type in the country, encompassing all types of hazardous materials. It has been revised several times since its organization, but has been left open-ended so revis ions could be made after each incident was reviewed. The state agencies banded together in OARS include the Department of Environmental Quality; Oregon State Health Division; Oregon State High way Division; Department of Agriculture; . Radiation Con trol Services, Oregon State Health Division; Fish and Wildlife Department; Oregon State Police; Public Utility Commission ; Accident Pre vention Division, Worker's Compensation Department; Fire Marshal; Emergency Services Division; and Fores try Department.
