Jyl and Becky Hobbs. Irrigon. will be among the 22 Oregon and Washington youths who will participate in the Citizenship-Washington Focus in August. They will have an extra day added to their original plans, as the coordinator for the statewide program was able to obtain reduced air fare for the group by flying at night. Money saved allowed sched uling of a day in Philadelphia at no extra cost. Leaving Portland August I, the group will fly to Chicago; then to Philadelphia and on to Washington DC. After six days in Washington, they will leave for Atlanta. GA: then back to Portland. Housing for the travelers will be at the National 4-H Center while they tour Washington and attend informative seminars. They will also have the opportunity to view the country from Philadelphia to Washington as they travel by rail. Citizenship-Washington Fo cus is planned as an exciting, mind-expanding experience for 15-19 year old 4-H youth representing their county in teams or as individuals. With the nation's capitol as a classroom, the group will see. learn, listen, discuss and debate in workshops, semi nars and field trips. It is offered to stimulate youth to Bull Prairie campground open Bull Prairie campground in the Heppner Ranger District of the Umatilla National Forest is now open for camping, said H.B. Other campgrounds in the Umatilla forests that are open include three campgrounds in the Dale Ranger District (421-3311). six in the Pomeroy Ranger District (843-1891). three in the Ukiah Ranger District (427-3231. and three in the Walla Walla Ranger District (525-5500.) No water has been turned on in any of the campgrounds yet. The Ukiah Ranger Dis trict will not have water in anv of its campgrounds this year. Building codes office to close The Building Codes Division of the state Department of Commerce will close its Her miston office on June 13 and consolidate its staff and activi ties at Pendleton, according to Trevor Jacobson. division ad ministrator. Inspectors from the Ilermis ton office have been responsi ble for inspections in Morrow County. The Hermiston staff includes four inspectors. After June 13. Jacobson said, permit applications will be processed at the Pendleton office at 700 S.E. Emigrant St. A decline in new overall construction starts, the near completion of the Portland General Electric's coal-fired generating plant at Carty. and a change in local-government program responsibilities are factors that have led to the decision to consolidate the offices. Jacobson said. Morrow receives timber monies Morrow County has re ceived $fi.740 as its share of quarterly receipts from Ore gon's timber severance tax. The Department of Revenue has distributed $7.1 million to 19 western Oregon counties and $201,648 to 16 eastern Oregon counties. Counties dis tribute the money to various local districts as an offset to property taxes.
