The $114,509 total budget was adopted by the council and cans for $26,000 in taxes to balance. Since this amount is $10,600 more than the six percent limitation allows, the Implementing of the budget is dependant on approval of a new tax base measure, which will be submitted in the May 20 primary election. A new tax base of $.10,000 is being requested but only the $26,000 amount is planned for use beginning July 1 this year. The present levy is $2.53 per $1,000 true cash value and the new levy would be $4.03 per $1,000 should evaluation re main the same. Failure of the tax base election in May would require a cut in city staff to revise the budget, within the allowable six percent increase. In other business, the coun cil granted a 25-year franchise to Boardman Community TV Systems to provide cable TV to the Irrigon Community. Service is to be provided in two years. Vitro Engineering discussed a number of needed improve ments in the water system. Several critical areas were authorized for improvement before the summer season. Service dema.nds at the new Columbia Jr. High south of qln. between Ordinance ioad and First St. are expected to tax the system unless improvements are made. The council decided not to put the issue of the method of fleeting the mayor to the people at the May primary. The petition submitted in the February meeting by former mayor Chester Wilson was found tocontain only 20 names that were qualified as city voters out of the 58 who signed the petitions left in places of business.
