Kinzua's shut down of the plywood plant in Heppner was the largest factor as that affected 170 workers. Roland Stewart, of the unemployment office in Pen dleton, said construction in the county was off some and work at the coal-fired plant near Boardman has reached its peak and is cutting back down in employment. Total employment in the county was 6,450 with 470 unemployed. The unemployment rate in the state of Oregon increased from 7.6 in December to 8.2 in January. Ullnian aides due in Heppner Oregon Congressman Al Ullman has announced the members of his staff will be in Heppner March 14 to meet individually with residents of the area. "These meetings are sche duled on a regular basis to provide the opportunity for individuals to express their views or explain details of problems they may have with the federal government," Ull man said. Market trend: With the numbers of cattle going through the sale as short as they are, it is difficult to test the market accurately, however, the market was lower this week.
