Tuesday, March 25th, 1980, an election
will be held in Heppner, Morrow County,
Oreqon The polls will be open from 8 00
a.m. to 8 00 p.m. The followinq question
shall be submitted to the qualified voters
thereof :

TAX LEVY OUTSIDE THE 6 percent
CONSTITUTIONAL LIMITATION
Shall the voters authorize the City of
Heppner, Oreqon to levy $122,842 00
outside of the six percent limitation?
Th.e purpose of the measure is to
provide an adequate tax revenue for the
qeneral operation of the City, as the six
percent allowed without voter approval
under Article XI, Section 11, Oreqon
Constitution, is not adequate. If ap
proved the levy would finance the
operating budget for the Fiscal Year
1980 81,
"If this measure is approved $11,842 00
of the taxes levied will be financed
partially by the State of Oreqon." The
reasons for increasinq the levy are: To
maintain the current number of em
ployes, plus employment salaries,
payroll taxes, insurances, spiralinq
costs of materials and supplies, all
necessary for the betterment and the
operation and maintenance of the City of
Heppner, Oreqon.
