Citizens voice out
against sewer site

Approximately 100 people
crowded into the North Mor
row County annex building
Dec. 11 for Irrigon's Decem
ber City Council meeting.
The crowd-drawing item on
the agenda was an announced
decision on the choice of a
plant site for Irrigon's pro
posed sewer system.
Interest and opposition cen
tered around designation of
site No. 2. which is located one
mile west of the city in the
southeast corner of Washing
ton Avenue and 4th Street
West.
The site was recently de
clared surplus by the federal
government and made avail
able to local governments.
The site was favored by the
council over suggested Site 1
because of its availability,
ability to serve the community
on a long-range expanding
basis. The growth is expected
to occur in a westerly pattern.
Opposition had been regis
tered by area residents at a
previous hearing over the
possible decrease in home
values, their being forced to
accept a city decision in which
they had no voting voice. They
also mentioned the odor and
sanitary factors as well as
irrigation contamination by
discharge of effluence near
the pumps serving the farm
ing area.
Engineer Tom Clark, of
Vitro Engineering, pointed out
to the council and gathering
what would be involved cost
wise by rejecting the site.
However, because of the
overwhelming opposition, the
council reluctantly rejected
site No. 2.
Choice of Site No. 1 will start
the city in a series of
negotiaions to obtain land
involved which lies between 12
and 13th streets and is under
the Corps of Engineers control
and Irrigon Park District
maintenance.
A costly extension of outfall
piping is anticipated in devel
opment of this site. Opposition
is anticipated to this site as
well, because of its upstream
position to an established
swimming and recreation
area and boat basin.
Selection of a plant site was
one criterion being considered
for grant funds.'
In other business, the coun
cil: Granted a 50 cent per month
rate increase to Hermiston
Disposal Inc. for garbage
pickup. The new rate will
$.150 a month for 1 can, picked
up weekly.
Tabled a tentative agree
ment for engineering services
with Vitro Engineering of
Richland. Wash.
Discussed an exchange of
property with the county to
allow an addition to the county
annex building for use as a
city hall. The addition would
be financed by the city and
include an option to buy the
entire building. The city
offices are presently housed in
the building, having been
moved Dec. 1 from the West
Extension Irrigation District
Building on Highway 730.
Placed with attorney
George Corey continuing ef
forts to clear title for the
railroad property. The rail
road park lying between 6th
and 7th streets was recently
leveled and ditches filled in, in
preparation for seeding to
grass. It is anticipated the
area will be an inviting
rest-stop area for those travel
ing. Work is being financed
from $1,800 in grant monies.
Heard officer Berry Kirk
patrick ask for a reserve
officer program. Several peo
ple in the area have former
police experience and he
visualized that under such a
program, these could provide
security coverage during his
off-duty time. The council
agreed to look into the matter.
County Court
In Morrow County Court
action last week, Barbara
Bloodsworth was named as
the new county clerk to take
the place of the retiring Sadie
Parrish.
Twelve other appointments
were made.
The Heppner Gazette-Times
was named the official county
newspaper.
Jim Launer was named the
new emergency services coor
dinator. Rodney Flug was reappoin
ted as the vector control
coordinator for controlling
mosquitos.
Dr. Joseph Gifford and Mel
Boyer were reappointed to the
Lexington Airport Advisory
Committee.
Gladys Hobbs was reappoin
ted to a five-year term on the
hospital board. Chas Daly and
Harold Peck were named to
the fair board replacing Floyd
Jones and Paul HIsler.
Kenneth Smouse and Elaine
George were reappointed to
three-year terms on the mu
seum board.
Bob Abrams and Kenneth
Smouse were reappointed to
three-year terms on the Men
tal Health Services admini
stration board.
NOTIC'K TO WATER USERS
Any damages resulting from frozen water meters that
have not been insulated will be repaired at the owners'
expense. Please insulate your meters with gunny
sacks, insulation, etc. Do not use sawdust or bark. If
you have had frozen pipes in the past, it is advisable to
let a faucet run at a fast drip during extremely told
weather.

imprisonment, in the discretion of the court.
