A I ' -i EIGHT The Heppner Gazette-Times, Heppner, Oregon, Thursday, October 4, 1979 Highway interchange need seen at Boardman Charles Davis, of the East Central Oregon Association of Counties (E.C.O.A.C.) has established a "Need State ment" which outlines the problem for the need of a new highway interchange in the Boardman area. He sent the statement to the Oregon Transportation Sys- The following information is from records of the Morrow County Sheriff's office: Diane Christman, Rt. 1 Box 1802 in Boardman, was in volved in a one-car accident Sept. 24 in the north Morrow County area, Christman, age 25, apparently drove off the road in her pickup at about 2:20 a.m. and received minor injuries. Rick Jerald Rea, Box 4160 in Lexington, reported Sept. 24 that his wallet had been taken Sept. 15. His billfold was reportedly taken from his unlocked Ford Thunderbird while he was at the Elks Club in Heppner. His wallet had $40 in it. Randolph Carl Krueger, 105 Arcade St. in Lexington, reportedly swerved off the road six miles north of Heppner going toward Lexing ton in an effort to keep from hitting three deer. When he tried to turn back onto the road, the car rolled over. He was drivinga 1967 Volvo. A 13-year-old juvenile was found in possession of a stolen pistol. The juvenile is a ward of the court in Pendleton. Emmete Gayle Reed, of Fossil, Ore., was arrested on a bench warrant from Hepp ner Justice of the Peace Charlotte Gray. Gray put a warrant out for Reed's arrest for failure to make restitution and failure to pay a fine sentenced on him. Reed was arrested in Baker County Sept. 27 and released and given 30 days to make good on his debt by a justice of the peace in Baker County. Reed is 43. In a clarification of last week's police report, the passengers in the Delbert Almeron Turner car that got in a wreck were Tonya Sue Basford, of lone, and Jeanne Graghaw, Braghaw, also of lone. Robert Hommer Williams, 320 S.E. Tamarek in Hermis ton, was cited with driving under the influence of intoxi cants and having an open container in his car. He was driving to Heppner on High way 207 from Ruggs when the officer pulled him over. Court action is pending. Williams is 51. The packet of proposals will then be forwarded, with any modi fications the state makes, to the Federal Highway System in Washington, D.C. Secretary of Transportation Neil Gold schmidt will have the final say on whether or not a new interchange will be built. "Access is the biggest question," Davis said. "There are only two instances in Oregon where access has been granted after a freeway has been built so it does not happen that often and we are being very careful about the process." Davis said the package includes the request for fed eral funding for the new interchange. Beverly Kyd, Port of Mor row Commissioner, said the interchange is needed "bad ly" in Boardman. "Chip (Charles) Davis' package includes many peti tions from people in this area," Kyd said. "We are just getting organized to take the package to Salem. The truck traffic from the potato plants goes right down main street in Boardman and it causes a lot of congestion. Sometimes the traffic makes it impossible to enter onto the road. "If there is to be any further growth in Boardman, a second freeway route, to reroute truck traffic, must be built." Heppner's Rod Aho, who is chairman of the Transporta tion Advisory Committee of the E.C.O.A.C, said the big produce trucks drive right by the high school and sometimes traffic is backed up all the way to the freeway which causes a "hazard." "The drive is to convince the federal government that an interchange is needed about two miles east of Boardman so the big processing trucks won't have to drive through town and cause congestion," Aho said. Resident exasperated by City Council Don Robinson, of Heppner, was obviously upset Monday night at the Heppner city council,meeting in the city hall building. "It is unreal to me that a private party has to survey and gravel a street within the city limits just so I can sell some land," Robinson said. "It is the most exasperating thing I have ever done in my life. I don't know if it's worth it. I've never seen so much buck passing in all my life. I just want a street made so I can sell my land. "Housing is needed in this town and the street will help to build up the housing to help more people. This is going to cost me so much money that I don't know if I can do it. I can't believe all this regulation." Robinson wanted the city council to survey and put crushed rock on a road at the east end of Fairview Way so the road will provide access to his land so he can sell it and construction can take place. Cliff Green, city council man, said, "the city has no use to develop that street right now." Robinson was granted per mission by the councilmen to build the road at his own expense. In other city council action, the members agreed to let the local Veterans of Foreign Wars put a flag and light in front of City Hall at the VFW's cost. Bethel Heinrichs, member of the library board, spoke to the council about the drafting of a new policy. Heinrichs said when one person does not return a book to the library, 10 to 15 percent of the library's monthly bud get is lost. She wants to adopt a policy that if a book is not returned, after one month a noticewill be sent and' two weeks later another notice will be sent. If the book still is not returned, a third letter will be sent which states that if the book is not returned in 14 days, either the book must be paid for or the county district attorney will be notified. There is no overdue book fee charged right now. The coun cil decided to check with the DA's office before adopting the policy. . There may be a drainage problem at the new Morgan Street Bridge. When the bridge was put in, the drain age ditch was covered up so now one has to be made. The new one was going to be made 3425,000 loan approved tha nnH nnp was but a better way has been decided on. The only problem is the new plan would have to cut across the newly paved road and the new pavement would have to be torn up. The councilmen admitted the ditch should have been dug before the road was paved. It would take less pipe to cut across the road but the money saved in the pipe will be spent repairing theroad. The council decided to let the engineers decide which route the drain age ditch will follow. The Oregon Economic De velopment Commission ap proved a $425,000 loan to the Port of Morrow. Greg Baker, manager of the Oregon Port Revolving Fund, said the money will be used for improvements to the indus trial wastewater treatment system. The system, in the Boardman area, must be enlarged to meet environmen tal standards. The wastewater system handles the effluent from potato processing plants. The loan is for 10 years at an interest rate of 8.25 percent. The farming leases will be used for collateral for the loan.
