Heppner banker chosen
for executive school
John Van Winkle of Hepp
ner, Ore. has been selected to
attend the School for Execu
tive Development for savings
and loan personnel at the
University of Oklahoma.
Van Winkle is Manager at
Western Heritage Savings.
The School, conducted by
The Institute of Financial
Education in cooperation with
the University of Oklahoma, is
a two-week intensive educa
tion for persons in managerial
and supervisory positions in
savings and loans. Van Winkle
is one of approximately 100
students chosen from appli
cants from across the country
for the first-year session of the
school. Successful completion
of the first year and two
interim projects qualify the
students for a second year.
Among the subjects inclu
ded in the first year of study
are: Financial Analysis, Or
ganizational Behavior, Orga
nizational Communication,
Economic Problems, and
Management and Administra
tion. The Institute of Financial
Education is the educational
affiliate of the U.S. League of
Savings Associations and pro
vides educational programs
for more than 62,000 members
in the United States.

Leroy George Rosier re
ported four tires were stolen
from his car. The car was
parked in a fenced area with a
security guard at the only
entrance to the area. The theft
was in Boardman.
William Jay Devin, 405 So.
Lindenway in Heppner, was
cited with reckless driving. He
and his passenger, Russell J.
Estes, were apparently travel
ing at excessive speeds of
around 80 m.p.h. and driving
on the wrong side of the road.
The car skidded and rolled
over two miles northwest of
Heppner. Both occupants of
the car were taken to the
hospital and later released.
Steven Michael Spraitz was
arrested on a felony charge,
which according to Sheriff
Larry Feisch was drug rela
ted. He had tailed to appear in
Orange County court in Cali
fornia for the felony charge.
He was released into the
custody of local attorney Bill
Kuhn.
Ed Wilson, Rt. 2 Box 506 in
Irrigon, reported a brick had
been thrown through his
kitchen window causing $4 in
damage.
Cassie Moore was cited for
letting children ride in the
back of an open truck bed with
no sides.
A two-car accident occurred
one-and-one-half miles west of
Irrigon. Wilma Westmore
land, of Hermiston, and Lee
Edward Killeen, of Idaho,
collided when Killeen tried to
pass Westmoreland while she
was trying to make a left turn.
No decision has been made as
to who was at fault.
Patricia Van Schoiack of
Heppner may be a little
hesitant next time someone
asks to borrow her car. She
loaned out her car to William
Wells Rhinehart and Gary
Sager, both of Pendleton, and
they wrecked it. The pair were
driving toward Pilot Rock on
Highway 74 when a deer
reportedly jumped out on the
road. To avoid hitting the
animal Rhinehart swerved off
the road and when he turned to
gel back on it, the car rolled.
Sager was reported as being
intoxicated and he said he did
not know what happened.
Delbert Turner was cited for
a minor in possession of
alcohol and having an open
container in his vehicle. Tur
ner, and his companion Tanya
Tucker, were in a one-car
accident on Black Horse
Canyon Road. Turner, Rt. 2
Black Horse Canyon Road in
Heppner, apparently wrecked
his 1967 Mustang in an alcohol
related accident. The officer
found a six-pack of beer and a
fifth of whiskey in the over
turned car.

In Morrow County Court
action last week. Judge Del
win O.Nelson's resignation
was accepted.
The court also discussed the
need for a new car but it
decided to wait to get one
when the new county judge
takes office. Farley Motor Co.,
of Heppner, gave quotes on
some cars but official bids
have not been given yet.
A "Memorandum of Under
standing" was signed by the
court and Dick McElligott of
the Heppner soil and water
conservation district. The
memorandum essentially
says the county and the
conservation district will work
together and cooperate to
build a program which is
mutually beneficial in the
conservation of natural re
sources. The court had to sign
it to meet standards set by the
Department of Envi
ronmental Quality.
. Eastern Oregon Farms had
a state permit and the court
approved a county permit for
the company to haul hay on a
triple trailer in Morrow
County.
Forest lands in Morrow
County have been a great
source of income for the
county in the past. Two years
ago about $67,000 was brought
in and last year $65,000 was
the amount contributed to the
county from forest land.
Because of cutbacks, only
$18,000 was budgeted by the
county to come in this year but
the court found out Wednes
day the actual amount to
expect will be in the area to
$31,591.
Signs will be posted in the
county in dangerous areas
where logging trucks travel to
warn other vehicles of the
hazard. Some roads in the
county are narrow and when
truckers drive down them,
other vehicles are often forced
off the road.
Wind chimes
mark opening
of gift shop
If you have heard the
tinkling of wind chimes
around Irrigon, it's quite
possible they came from
Benny and Maxine Reeves'
gift shop. It is located in the
C&H Market.
The gift shop, that opened
this summer, specializes in
handcrafted items. They offer
a variety of macrame, cer
amics candleholders and have
recently added handmade
baby gifts.
Reeves stated that he was
pleased with the response he
has had to the gift shop. He
takes orders for the different
items and has been kept busy
keeping up with the demand.
His owl night lights have been
popular as well as the wind
Mr, and Mrs. Glover Peck of
Lexington were the proud
parents of a little girl, Judy
Lynn Peck, Sept. 21. Their
new daughter weighed six
pounds and five-and-one-half
ounces at birth.
Mr. and Mrs. Alan Hatley of
Monument had a baby boy
Sept. 22 named Casey Alan
Hatley who weighed seven
pounds and four ounces. The
grandparents are Mrs. Rita
Hinton and Mrs. Paul Pears-son.
