To avoid misunderstand
ings, information about esti
mated fuel needs should be
submitted in writing to fuel
suppliers and be broken down
month by month for gasoline
and diesel.
"Having this information in
advance will enable fuel
suppliers to schedule deliver
ies to the farm with greater
accuracy and reduce the
chance of spot and local
shortages," Nelson said.
Agricultural producers can
estimate fuel needs by making
projections based on usage in
previous years, or they can
base their estimation on the
fuel consumption per hour, the
number of hours per acre for
each farming operation, and
the number of acres farmed.
The maximum power take
off (PTO) horsepower of the
engine is used to determine
fuel consumption per hour.
Diesel engines consume about
0.048 gallons per horsepower
each hour. Multiplying 0.048
times the PTO horsepower
gives the average gallons per
hour for diesel engines.
Gasoline tractors consume
fuel at higher rates. Their
average fuel consumption in
gallons per hour is determined
by multiplying 0.068 times the
rated PTO horsepower.
Farming records and past
experience will be helpful in
determining the number of
hours required per acre for
accomplishing each farming
operation.
The Oregon Department of
Energy can help agricultural
producers who are unable to
obtain enough fuel from their
regular suppliers, Nelson
pointed out. The department is
authorized to allocate the
gasoline and diesel fuel which
has been set aside by petrol
eum companies to relieve spot
shortages.
Application forms and as
sistance in applying for emer
gency allocations from the
Oregon Department of Energy
can be obtained from local
offices of the Agricultural
Stabilization and Conserva
tion Service.
The ASCS, in cooperation
with the Oregon Department
of Energy, also will handle
other fuel supply problems
that can't be resolved at the
county level.
Oregon Department of
Energy officials said that
agriculture is still high on the
priority list for the use of the
state fuel set aside. In the case
of diesel, the set aside
amounts to only 4 percent of
the total diesel supply coming
into the state each month.
The total supply of diesel is
based on a percentage of the
monthly supply from the
previous year.
The Oregon Department of
Energy emergency allocation
program operates on a month
to month basis because of
ficials do not know until the
last moment how much fuel
will be coming into the state in
any given month.

Unemployment in Morrow
and Umatilla counties was
"significantly higher than a
year ago" but the "same or
slightly lower than last
month." officials of the State
Department of Human Re
sources reported for the
month of May.
Although there were 4
percent more people unem
ployed in Morrow County,
May's unemployment rate
held steady at 4.6 percent due
to labor force expansion.
Umatilla County experienced
a drop in the unemployment
rate from 6.7 percent in April
to (i.:i percent in May.
