Jemstedt reports on OLCC, Columbia River waters

This week I started work on
a 5-member conference com
mittee that will hammer out a
compromise on HB 2060,
which would change the for
mula by which the O.L.C.C.
issues licenses.
At the present time, a
license can be issued on the
basis of one of every 2,000
people. This works a hardship
on the tourist areas of Oregon,
and we have many of those. If
the absence of a bar is indeed
a hardship, the same thing can
be said concerning thinly
populated areas. In other
words some citizens have a
long way to drive to get to a
"watering hole."
Just how to change the
formula without going too far
is the problem that we face.
There are some that want it
wide open and others that
believe we have too many
licensed bars as it is. We do
not know that the OLCC is'out
of licenses at the present time
and that several large hotel
motel complexes need them
for the tourist season which
has already begun.
Recently I attended a nat
ional legislative task force
meeting concerning Indian
affairs one to which the
Senate President appointed
me about two months ago. The
meeting was held in Carson
City, Nevada and nine mem
bers of the task force were in
attendance. The chairman is
from Rhode Isalnd. Most of
the other members in attend
ance were from west of the
Mississippi River.
The topic under discussion
was Indian water rights and
the relationship of these rights
to state governments. Water is
fast becoming a real problem
to many of our states, espec
ially those in the southwest.
Old Supreme Court (1908)
decisions gave Indian reser
vations tremendous bargain
ing power as far as water is
concerned, which leaves some
states especially Arizona in
very tough positions. Twenty
seven percent of that state is
made up of reservation lands.
They are using their water,
especially their ground water,
at a rate two times greater
than that of replenishment.
Eighty-n ie percent of the
total f aount of Arizona's
water oes for irrigation.
While Oregon is not con
fronted with a problem of the
magnitude of that of Arizona,
we might very well run into
trouble in the future. At
present Congress has extend
ed the moratorium on the
diversion of Columbia River
water to Arizona, but that
could change. Also, the struc
ture of irrigated agriculture in
Eastern Oregon could be
greatly affected should an
order of priorities be set up
under terms of old Indian
treaties.
One thing is certain water
is one of our most precious
resources and we must guard
it wisely and well.
