to maintain the facility's
present operations.
And Martin told the Gazette
Times last week that "without
some infusion of funds, it was
a serious question whether we
could operate. If there is
anything deleted, some ser
vices will have to go."
The board chairman felt
there was "no fat in the
budget." "If there are any
questions concerning the hos
pital budget, call us," Dick
said, "Don't let a question go
unanswered."
PMH Administrator Bob
Byrnes told chamber mem
bers the hospital is a major
provider of health care ser
vices because of its uses as a
hospital, nursing home, clinic
and emergency medical care.
Included in the budget are .
funds to recruit two physi
cians, one for PMH and one
for ihe North Morrow Clinic.
Recruitment of more doc
tors is essential. Burns said,
and increased physician reve
nue could reduce the hospi
tal's $162,396 operating deficit.
To accomplish that goal, the
administrator said the hospi
tal board must establish
financial incentives to attract
new doctors.
"There is a tremendous
amount of competition in
attracting physicians to rural
areas," Byrnes said.
Asked further by County
Judge D O. Nelson to explain
the financial incentives,
Byrnes said the board can use
the $25,000 any way possible to
attract physicians including
development of a recruitment
brochure and ' payments for
the applicants' transportation
and "wining and dining
them."
Martin added that any funds
left over, legally revert back
to the general fund at the end
of the fiscal year.
Byrnes said more physi
cians at PMH may help to
increase the hospital's occu
pancy rate from 25 to 38
percent.
When it approved the bud
get, the board anticipated a 7.5
salary increase for non-professional
workers, according
to Byrnes, that was not a set
figure and could change
during negotiations with non
professional employees be
ginning this week.
The hospital board is also
making plans to enlarge and
update Pioneer Memorial
Hospital and ituz aDplied for a
variance with the Heppner
City Council for construction
of a new emergency port,
X-ray room, addition of a
physician's office at the hos
pital and other measures
designed to modernize the
structure.
Total budget requirements
proposed by the board include
$1,685,274 which includes
funds for personnel, supplies
and expenses, contingencies,
free care and allowances,
capital improvements and
replacement, planning and
development legal and labor
management consulting,
physician services, the North
Morrow Clinic and the Section
1625 Grant Project for con
struction costs. The total
resources expected outside
the tax levy requested is
estimated at $1,186,152 from
daily service charges, ancil
lary charges, nursing home,
charges, other miscellaneous
resources, physician clinic
fees, fees from the North
Morrow County Clinic and the
anticipated 1625 grant for
hospital expansion. The tax
levy proposal is $549,077 and
$49,955 added to that total to
make up for taxes not collect
ed bringing the total levy
request to $549,077.
Martin said at Monday's
Chamber meeting that should
the hospital tax levy fail
again, one board member has
already told him that he may
resign.
To meet its financial obliga
tions, Martin said, "we are
going to need some assurance
July 1 of legally operating."

the State Department of
Agriculture of the State of
Oregon, upon its own motion,
proposes to consider whether
it is feasible and proper to
control or eliminate the use of
heptachlor-treated grain seed
on irrigated farmlands in the
counties of Umatilla and
Morrow situated within seven
miles of the Columbia River,
considering the existence of
wildlife in the Columbia River
area, the extent of the need for
the pesticide, and any alter
natives to such use of the
pesticide.
A public hearing has been
set for Thursday, June 28,
1979, at 10:00 a.m., Thompson
Hall, Umatilla County Fair
grounds, Hermiston, Oregon.

EXPLANATION OF BALLOT QUESTION
Tho total proposed fiscal ysar 1979-80 county budgst to provide the level of
county services approved by the budget committee is $2,266,758. That Includes
all county budgeted items except the hospital, which Is the subject of a separate
ballot. The resources to balance the budget come from many sources, including
federal and state payments and the local property tax levy. A property tax levy of
$1,036,570 is necessary to balance the budget, including the $347,160 tax base,
$195,000 road serial levy and the $494,410 additionnl, for which voter approval
is required. The total county property tax levy, including the serial road levy,
would require $2.30 per thousand of assessed valuation. H this meosure is
approved, the operating budget to be financed by local taxes will be $267,406
greater than last yeai .
