hopital budget.

The advantages of having a
doctor practice at Pioneer
Memorial Hospital far out
weigh the disadvantages.
One advantage is that it
greatly increases the chances
of getting another doctor in
quickly. A great number of
graduating medical students
do not want to open their own
offices. Most are interested in
being salaried or joining a
medical group. These new
doctors have two reasons:

Boardman from Hal and
Virginia Whitaker.

the Boardman Town Center

The Gazette-Times reported
incorrectly in last week's
edition that the county's
general fund was $50,000.
Actually, that is the county's
emergency fund.
' In response to a question
concerning the possibility of
the county using funds from
the general fund for the
hospital, should the next levy
vote fail, County Judge D.O.
Nelson replied, "Unless we
use emergency funds, there is
no way we could use the
general fund."
The county has budgeted
only $50,000 in emergency
funds within the general fund
and covers any emergencies
which might cause a financial
setback to the county this
year.

not business. They want to be
able to treat sick people
without worrying about run
ning an office; Having just
completed 8 to 12 years of
schooling, they don't have the
capital to set up a practice.
As important, a hospital
based doctor will provide
more revenue for the hospital,
thus lowering taxes, while
charging the same for office
visits as other local doctors.
This happens two ways: A
hospital based doctor uses
hospital services for routine
, tests: i.e. lab, x-ray. That's
additional income to the
budget; Doctor fees would
offset hospital costs for the
doctor. A salaried doctor
would be on a salary incentive
plan. After a set salary, half of
opening a wall, creating a
ladies department. The
Lebush Shoppe name will be
dropped from the business.
Spray, who operates the
Howard Pettyjohn licensed as
journeyman plumber
It was announced this week
that Howard Pettyjohn, of
Pettyjohn's Farm and Build
ers Supply of Heppner, has
been licensed as a Journey
man Plumber.

doctor, the other half would
remain in the hospital and a
contracted doctor would re
ceive a flat amount; The rest
of his or her normal fee would
remain with the hospital.
A doctor who kept all his or
her fee would pay for the use
of office space.
Some people are concerned
that without office and equip
ment investment, there is
little to hold a doctor in the
area. The concern is legiti
mate. But the experience of
the county shows having
doctors in a clinic does not
guarantee they will remain in
the area.
Regardless of what is offer
ed to attract a doctor, there is
a chance the physician will

used by a doctor in the
hospital can be used for other
hospital needs, such as a
conference room, respiratory
therapy, staff education area.
That's why the Hospital Board
thinks this approach is the
best use of tax money.
When Dr. Wolff was side
lined by his heart attack the
need for another doctor was
graphically underlined. When
the hospital has to contract for
weekend doctors so our com
munity has medical coverage
and when our doctors take a
break the need for another
doctor is underlined.
The best chance to attract a
good doctor in the shortest

Memorial. It is also the most
cost-effective practice for the
hospital and thus for the
taxpayer. That's why one goal
of the hospital budget is a
doctor in the hospital.

Heppner physician is taking
time off from his orthopedic
surgical residency program to
work at the hospital during
this period of time.

Bob Byrnes said, "we are able

and monitor costs. It also
gives us a basis upon which
future decisions can be
made."
