There is a crime triangle,
Clark said, made up of the
victim, the thief or vandal,
and the opportunity. It takes

crime. Just break one of the

7-9, first, Denny Starr, lone,

Division Three, grades 10-12,
first place, Tammy Colling
wood, Riverside, second, Tim
Hellberg, Riverside, and third
place, Teena Lindstrom, lone.
The first place finisher in
each division advances to
statewide spelling contest
which will be held in Salem
next September at the Oregon
State fair. Denny Starr and
Tammye Collingwood are re
peat winners from previous
years. Starr won Division I in
1977 and Collingwood won
Division 2 in 1977 and 1978.

lone Methodist Church. She
told the committee . she had
resigned the BMCC board for
health reasons but her health
had improved to the point that
she would be able to handle
the responsibilities of- Com
missioner. Several issues were brought
up during the evening from
questions directed to the
candidates by the committee.
On the condition of county
roads, all the candidates were
in agreement that they need
repairs. But they differed on
how to accomplish it. Cantin
said school bus roads must be
maintained but residents
shouldn't expect immediate
road repairs after thunder
storms. Crum said he would
certainly support a proposed .
$4 million bond issue on roads.
To solve the road problem,
Krebs said X number of
dollars would be required for
X number of miles and at $88 a
ton for asphalt, the county
might consider road beds with
gravel. "The roads are in bad
shape, Lindstrom said, but
perhaps we're all spoiled.
Part of my solution would be
put it to the voters; Do they
want to spend more money?
Don Peterson said he would
prefer gravel in his area.
Regarding the north-south
division, Randall Peterson
said candidate Dick Wilkin
son is strictly for Morrow
County and has a good
outlook; Don Peterson said
Morrow was a small, but
diverse county. "We should
help the northern half rather
than secede. Lindstrom asked
when all the animosity began
and Commissioner Warren
McCoy, Irrigon, replied when
people in the north saw
officials only at tax time.
Responded Krebs: "I would
consider myself a regionalist.
When I served on the BMCC
board, I was acquainted with
all the people of eastern
Oregon. To bring the ends
together, I would hold meet
ings in both ends and consider
the problems of both." Crum
emphasized good communica
tion and transportation while
Cantin said, "if it takes an
apple box to bring North and
South together, he would do
it."
On retention of Pioneer
Memorial Hospital, 100 per
cent of the candidates were in
favor of maintaining the
hospital's role in Morrow
County because of the rural

Criminal trespass in dwell
ings is classified in the first
degree, a Class A dismeanor,
or trespassing on property.
Clark added that it is hard to
catch and convict someone of
trespassing. Unless the gate is
locked or the land is well
posted, there isn't any
grounds for pressing charges.
If you tell a person to leave
your land and he doesn't, he
can be arrested.
There will be more tres
passing with the increase in
the number of people. Edu
cation of the hunters will help.
Start education with the pur
chase of a hunting license. Tell
them about closing gates,
where there are open spaces
available for hunting, fire
wood restrictions, etc.
DelFatti was asked about
stopping stock truck and other
livestock conveyances and re
plied that "Salem" has in
structed officers to stop and
inspect as many livestock
hauls as possible. They don't
have the authority to arbi
trarily stop vehicles that are
apparently obeying traffic
laws.
