Committee bill to revise Fish and Wildlife Commission

SALEM-A bill to reorgan
ize the Oregon Fish and
Wildlife Commission was sent
back to committee last week
over the objections of Legisla
tors who said enough time has
been spent on the controver
sial proposal.
Rep. Bud Byers, D-Leba-non,
chairman of the House
Agriculture and Natural Re
sources Committee, asked to
have the bill returned to
committee because he said,
"Some members feel there
are questions that need to be
answered."
But opponents of the mea
sure said supporters were
trying to retrench because,
they didn't have the votes to
pass it in the House last week.
"I oppose sending it back to
committee," said Rep. Tom
Throop, D-Bend. "It will serve
no purpose and take legisla
tive time."
The measure, House Bill
2416, would shift the balance
on the commission in favor of
rural and agricultural inter
ests by stipulating that the
commissioners must be
chosen from six geographic
areas in the state. The sixth
member would be selected at
large.
Opponents of the bill argued
that four commissioners
enough to control the votes of
the panel would be chosen
from counties with only 27 per
cent of the population.
After reorganization, two
commission members would
be chosen from farm groups
and four of the seven mem
bers would represent the
eastern, and southern portions
of the state.
Critics said altering the
current make-up of the com
missionwhich includes one
commissioner from each of
Oregon's four congressional
districts, one from Eastern
Oregon, one from Western
Oregon and a seventh member
from the state at-large would
result in a vast imbalance in
representation.
Farmers and ranchers have
long been dissatisfied with the
present Fish and Game Com
mission which they say failed
to consider their problems.
Rep. Denny Jones, R-On-tario,

the student chapter of the
Institute of Internal Auditors
of Blue Mountain. Registra
