at Salem. It was the Mus
tang's first blue ribbon at the
relays in a lot of years. He
long-jumped 21-0 in the co-ed
meet at Pendleton Tuesday,
but has yet to triple jump.
Schmidt also won the senior
pentathalon.
Jim Parker is continuing a
tradition of outstanding shot
putters and discus throwers at
HHS. He has thrown personal
bests of 133-0 in the discus and
44-8 in the shot. A 43-11 and
124-8 mark earned him second
in the shot and fourth in discus
at Salem. Parker was the
high-point performer among
boys at the pentathalon.
Bryan Marlin has been
showing good form in the long
jump and he too has yet to
triple jump. Marlin has been
jumping consistently over 19
feet and has had two 20-foot-ers,
but scratched. He placed
fifth at the Willamette Relays
and was second in senior
pentathalon.
Mary Kincaid has been
picking up points in the high
jump with two 4-6 perform
ances. She hasn't quite ob
tained the form she needs but
is potentially a five-footer.
"One of the bad things that
has been a result of our early
meets is a lack of event
running for our distance
runners," said head coach
Dale Conklin. "We don't know
where they're at."
The only true distance test
came in the distance medley
relay at Salem where the
foursome of Dan Nix, Marlin,
Scott Sherer and Larry Pal
mer ran 11:54.4, which is 15
seconds faster than the same
basic group ran last year. The
effort was good for third
place.
"There aren't any distance
runners among the girls and
so we had to leave the boys
home Tuesday," Conklin said.
Palmer ran his mile leg of
the relay right around five
minutes and Nix ran only a
1320-yards, far below his usual
speciality.
"I have an idea we need to
get the distance runners some
speed work," concluded Con
klin. "They're all in shape.
They have been logging lots of
miles in conditioning. But,
they may not be ready for
racing."
Other place finishers have
been Margaret Kincaid, first
in sophomore pentathalon for
girls, and Buck Estes, first in
sophomore boys pentathalon.
Estes and Marlin teamed with
Mike Jones and Bruce Shehan
for a sixth place finish at

relay. Steve Marlatt was third
in novice discus.
Final results were not
available at the conclusion of
Tuesday's Co-ed meet at
Pendleton but it was believed
the Mustangs earned two blue
ribbons competing against
Pendleton, Lewiston, Idaho,
Enterprise, Joseph, Pilot
Rock and Helix.
It was thought the team of
Healy, Schmidt, Mary Kincaid
and Parker won the high jump
relay and the team of
Schmidt, Healy, Marlin and
Margaret Kincaid won the
long jump relay. The 440-relay
team of Jones, Mary Kincaid,
Marlin and Healy was tied for
fourth. And the javelin relay
team of Kellie Hammond,
Dawn Honneger, Parker and
Marlin may have captured a
place.
VFW elections;
district meet
here in April
Election of officers for the
coming year will be held
during an April 10 meeting of
Heppner VFW Post 4184.
The meeting will be held at 8
p.m. in the Wagon Wheel Cafe.
The following night, April
11, at 8 p.m., the Auxiliary of
Post 4184 will also hold an
election of officers during that
group's regular business
meeting. The Auxiliary meet
ing will be held in the
Columbia Basin conference
room .
A District 8 meeting of VFW
and VFW Auxiliary units will
be held in Heppner April 28 at
8 p.m. in the American Legion
Hall. All local members are
urged to attend both meetings.
Flooded
ag lands
are eligible
The flooding that occured in
February caused severe dam
age to agricultural lands in
many areas of Morrow
County.
Farms suffering severe
damage may be eligible under
the Emergency Conservation
Program (ECP) administered
by the Morrow County Agri
cultural Stabilization and Con
servation Service (ASCS).
Judy Buschke, Executive Dir
ector of the Morrow County
ASCS office, announced this
week that funds have been
approved for Morrow County.
However, this time the funds
received are somewhat less
than what was originally
requested.
A farm may be eligible to
receive some assistance if the
damage:
Is unusual in character
and is not the type which
would recur frequently.
Materially affects the pro
ductive capacity of the farm
land. If not treated will impair
or endanger the land.
Will be so costly to correct
that the farmer cannot do it
without Federal assistance
and is truly an emergency
condition for the farmer. That
is, it is so severe that the
farmer cannot correct it using
his normal labor supply and
farm equipment that is nor
mal for the area and his other
resources are such that assist
ance is required to restore the
land.
A farmer qualifying for
ECP assistance may receive
up to 80 per cent of the cost for
performing the following
types of measures:
Removing debris from
farmland.
Grading, shaping, or re
leveling severely damaged
farmland.
Restoring permanent
fences.
Restoring conservation
structures and other similar
installations.
Farmers who feel the dam
age is sufficiently severe and
their capabilities are such that
assistance is necessary,
should come to the county
ASCS office, and request
assistance no later than April
16 the deadline for filing
requests.
