Jernstedt lists a few Senate 'turkeys9

Every legislative session
there is concern about the
need for quality, rather than
quantity, in bills considered
and there always is talk about
limiting the number of bills
which any one legislator can
sponsor, but nothing is ever
done about it.
Perhaps we should adopt a
system used in ancient times
in Greece. Anyone proposing a
new law was required to do so
from a platform in the town
square, with a rope around his
neck.
If the law was approved, the
rope was removed.
'If the law failed, the
platform was removed.
Had this been done last
session, there no longer would
be with us the legislators who
proposed imposing a penalty
of two days of labor picking up
garbage along the highways
for harassing, annoying or
intimidating the wildlife
species known as Sasquatch or
Bigfoot; the requirement of a
prescription for the purchases
of an electric toothbrush; or
the adoption of the rain beetle
as the state bug of Oregon.
This year we will have a bill
proposing that the swallowtail
butterfly be named the official
state insect. At least it is an
esthetic improvement over
the rain beetle!
Hundreds of bills will never
get out of committee, but
these are expensive exercises
in futility. It has been estimat
ed that introducing a bill costs
between $500 and $700. The
legislature wastes enough
money by passing some of the
bills it does pass. It doesn't
need to throw away more to
entertain those who play
games with inane legislation.

Senator Bob Packwood an
nounced this week that he is
seeking nominations for his
annual Senior Intern pro
gram. Two senior citizens
from Oregon will be chosen to
come to Washington during a
two-week period in May. As
interns, they will work with
the Senator's staff on day-today
matters and long-range
policies that effect the elderly.
"I'm looking for active,
involved senior citizens who
will help represent the con
cerns of Oregon's seniors in
Washington," the Senator
stated.
"It won't be a vacation,"
Packwood emphasized, "but it
will be an excellent opportun
ity to get a first-hand look at
the inner workings of the
federal government.
All nominations should in
clude the name, address and
background of the nominee,
along with a brief outline
explaining why he or she is
being nominated.

The selection of the two
interns will be announced in
early April.

that if the free-spending
liberals in the legislature have
their way, the only way to
balance the budget will be to
tilt the state!
Perhaps the biggest turkey
of the season will be that of a
Multnomah County senator
who proposed SB 361. which
would permit anyone to distri
bute any kind of propaganda
political, religious or other
wisein private property
used by the public. This would
mean such places as indust
rial parks, shopping centers
and malls and commercial
buildings, for instance. Or
parking lots of supermarkets
and Les Schwab Tire Centers.
The apparent cause of this
proposed legislation was that
the senator backing it was
miffed when the owner of a
parking lot used by the public
told one of the senator's
supporters that she could not
distribute campaign literature
on the premises in question.
The bill was defeated on a
15-15 tie vote last session and
I hope this spite measure will
be defeated again this time.

Fire Department.
The demonstration serves
as a follow-up lesson to a

slide presentation on the
handling of auto wreck vic

wreck drill
pner emergency medical tech
nicians and ambulance
drivers.
All Heppner area EMTs,
members of the EMT training
class, law enforcement, fire
department, search and res
cue, and ambulance personnel
are invited to attend Satur
day's demonstration, to be
held at 1 p.m. at the
Hermiston Fire Department.
