Around About
Cont. from page 4
Quest says: "For the 500 million people who live outside
India's main urban areas, the central problem is
uncontrollable water resulting in constant flood or drought."
"Most excruciating of all, 100,000 Indian villages, or one
in six, do not have a source of drinking water within the
radius of a mile. 'Water to drink' Prime Minister Morarji
Desai observed recently, 'is this not a basic need to be
fulfilled.'
"Recently launched by Desai's government, the answer
is a billion-dollar program designed to bring water to every
village on the subcontinent by 1983, and achievement
undreamed-of throughout India's history."
Although I can't foresee Heppner suffering like the
villages of India, I am convinced that people must control
natural waters. In the annual report of the Morrow Soil and
Water Conservation District, a supplement to last week's
paper, you read about the importance of irrigation storage
reservoirs :
"Water, a very precious source, sometimes becomes a
problem and an expense, yet how often have we thought
about having some of this 'problem water' available to us for
irrigation during the dry summer months? If we could have
irrigation water available during those summer months we
could add an approximate 1.5 tons of hay per acre to our
yield; on pasture for livestock another 30 days of grazing
could be expected."
A storage dam offers prevention of flooding; it affords
water storage for periods of need, and it can contribute other
plus features like recreational possibilities.
Any big chance is often disturbing to a community. The
residents of southern Morrow County have considered a dam
near Heppner for so many years it can not be a surprise to
anyone. Many have worked diligently through the years to
bring the dam closer to a reality. Although, as always, a few
feel threatened and upset by the project, surely most of the
citizens must understand the dam's great value to the whole
Willow Creek community.

Wheatheart cake
Oregon wheat growers are
again sponsoring a cake
baking contest, according to
Mrs. Larry Coppock, Adams,
chairman of the Oregon
Wheathearts.
Mrs. Coppock (Suzanne) is
wife of wheat farmer, Larry,
and they farm in the Adams
area with their two sons,
Daren and Eric.
"One of the duties of the
Oregon Wheathearts," said
Mrs. Coppock, "is to promote
the use of our wheat and wheat
products. One of the better
tasting ways is to sponsor a
cake baking contest."
The wheat growers have
sponsored the contest for 22
years.
Mrs. Coppock said that
anyone may enter the contest
held at the county fairs in
those counties that produce
wheat. These are: Baker,
Gilliam, Jefferson, Morrow,
Harrison are coordinating the
meals for the visitors this next
weekend. Anyone wishing to
help with food may contact
them. The Heppner United
Methodist Youth Fellowship
officers are: President Ron
Young; Vice-President Todd
Harrison ; Secretary-Treasurer
Lela Breidenbach.
It Is Written seminars are
conducted in an informal,
classroom-type setting, with
time for questions and
answers. Each person attend
ing will receive a seminar kit,
including, among other things
a Bible that he will use during
the meetings of the day, and
which will be his to take home.
A popular feature of these
seminars is a vegetarian
luncheon served to all partici
pants, and a discussion of
healthful living.
Vandeman and his staff
introduced the seminar plan a
few years ago, as a means of
meeting people and learning
their spiritual needs first- .
hand. The response, they
report, has been enthusiastic.
At one seminar 32 different
faiths were represented, and
in another there were 40.
"People seem to like the
relaxed atmosphere, and the
style," he commented.
Judging by past experience,
the It Is Written staff recom
mends that those interested in
attending the Pasco seminar
make reservations early. Fur
ther information may be
obtained by calling 676-5270 or
