As the deadline for filing
legislation approaches in the
Oregon House and Senate,
some of the bills that legisla
tors seem to deal with each
session have been introduced
once again.
The major bills which come
to niind are the gay right's
bill, lowering the drinking age
to 18, the abolishment of the
recently reinstated death pen
alty, and the banning of the
use of pesticides and chemi
cals. In voting upon these particu
lar bills. I definitely rely on
my basic background and the
interest, wishes, and concerns
of my constituency in Dist. 55.
I feel that my own personal
views should effect legislation
only if they reflect the will of
the majority of people in Dist.
55.
When addressing the issue
of the death penalty, I will
support the vote of the
majority of the people of Dist.
55 in the last general election.
I believe that almost all areas
of the district overwhelmingly
supported the reinstatement
of the death penalty.
Most of you by examining
my background or just by
knowing me realize my posi
tions on these issues. How
ever, if any of you are
converned about my particu
lar beliefs on certain bills
please feel free to contact me
either by calling or writing my
office.
Much discussion is arising
over a U.S. Constitutional
amendment that has been
introduced in the" Oregon
Legislature. The amendment
would grant the city of
Washington D.C. the right to
elect one representative to the
U.S. House and two U.S.
Senators to serve in the U.S.
Senate. Presently, I oppose
the Washington D C. amend
ment. I feel that it is not in the
best interest of Oregonians
and the people of Dist. 55 to
allow the addition of two more
Senators. These two Senators
will not represent a land mass
nor will they represent any
business or industry other
than government.

"I am pleased to see that
Senator Bob Packwood of
Oregon has joined this fight.
The reforestation issue can
use all the support it can get.
"While there is some merit
in a portion of Senator
Packwood's proposal, the
trust fund concept is one of
those politically popular gim
micks that will have little
actual long-range impact on
the level of spending for
reforestation.
"The problem with this
approach is that the psychol
ogy of the Appropriations
Committees is to look at the
total level of funding, rather
than the source of funds.
"I think the people in the
lumber business, as well as
other interested in the conser
vation of our forest resources,
understand the problem too
well to buy this kind of easy
answer to a tough on-going
problem."

Legislator seek input from District 55 residents
Since there are only KH
Senators serving in the U.S.
Senate, I question the idea of
adding two more for only a
city: 1 become very concerned
about the amount of power
influence these particular
people could gain.

in perhaps the next three
weeks.
It has already passed the
Oregon Senate by a vote of 20
to ! However, if it is going to
be ratified by the Stale ol
Oregon, n will require a
in. i ority vole from the Oregon
House 1 look lor a very healed
debate over this issue and I
dope in,- Oregon's sake that
the amendment not
receive the required majority
to pass.
Then' are various, perhaps

you are interested in provid
ing testimony or at least
attending hearings on particu
lar bills. I strongly encourage

when people travel a great
distance to discover their
hearing was scheduled on

advantage of this service.
