Completion of Morrow County's Water
Quality Plan, HWCD, headline '78
Completed Phase II (Lower Hinton and
Willow Creek) of the Heppner Water Control
District (HWCD) Critical Area Treatment
Project. This included 32,605 feet of terraced
ditches, 51 debris basins, and 15 acres of
critical area seeding.
Construction started on the third phase
(Balm Fork) of the HWCD project this past
fall with nearly 90 per cent of the work
completed. There presently are 51,812 feet of
terraces and diversions constructed and 46
debris basins built.
The Morrow County Water Quality Plan
Changes are
noted in '79
ACP program
Some changes in the 1979 ACP are:
1. Cost-share limitation increased to
$3500 per person per fiscal year.
2. Practices started by the producer prior
to receiving written county committee
approval, will be inelligible for cost-share
under ACP.
3. Responsibility for technical phases of
practices involving dams over 20 feet in
height has been changed to require a private
engineer for site selection, design and
supervision of installation.

Supported the National and Oregon
Association of Conservation Districts. Pro
vided funds for the strengthening of mutual
conservation program.
Provided support to the Columbia-Blue
Mountain Resource Conservation Develop
ment Project. Completed the evaluation on
the Juniper Creek Land Treatment Measure.
Cooperated in the development of the
Resources Conservation Act for Morrow
County by identifying resource problems.

Our Goals Are To:
Assist cooperators to repair irrigation
systems as a result of February's flooding;
Assume the responsibility for the 208
(non-point source pollution) program in
Morrow County;
Develop Morrow County's Natural Re
source Conservation Program;
Arrange for the Natural Resource
Conservation Program to be included in
Morrow County's Comprehensive Plan;
Complete the memorandum of under
standing with the Morrow County Court so
that our conservation program can be carried
out effectively;
Continue emphasis on conservation
education and assist on grade school tours;
Assess land treatment measures by
evaluating the effectiveness of terrace
systems and other conservation practices in
Morrow County.
