Cost per $1,000.00 of valuation based on a County School
District value of $325,000,000.00 would be $1.48 the first
year, but would drop each year as the value of the county
increased.
This means that the tax on a piece of property valued at
$40,000.00 would cost $59.20 the first year of the bond issue.

PROBLEM: The Junior High School is currently
housed at Riverside High School, currently there
are 127 Junior High students in the 7th and 8th
grades. The two classes occupy approximately
one-third of the available classroom space in the
school. Junior High enrollment is expected to reach
187 by 1979 which is the earliest that a new school
could be ready for occupancy. The enrollment
combined is 321, an increase at approximately 50
per year, of this increase 30 are Junior students, the
increased numbers and the presence of a Junior
High and Senior High education programs in the
same facility has created serious limitations on
both.
SOLUTION: To care for immediate needs and to
take care of future growth in both communities, the
Planning Committee has propsed removing the
Junior High from the present High School, and
huildine a Junior Hieh School at Irrigon for studentfe
from both communities. This could be acconf
plished without increased transportation costs.

PROBLEM: Current Elementary enrollment
stands at 420 students. These students are housed in
the A C. Houghton Elementary School in Irrigon,
and in the old Irrigon School, which is partially
closed by the Fire Marshall, and in the Greenfield
Grange Hall in Boardman. Next year an expected
enrollment of over 500 students will overflow even
the available temporary facilities. By 1982 an
elementary student populaton of 850 is expected.
SOLUTION: To care for immediate needs and to
make provision'for growth in the immediate future,
the District Planning Committee has proposed the
building of a new elementary school in Boardman to
care for elementary students in that community.
This would eliminate busing elementary children
from Boardman. Irrigon children would attend A.C.
Houghton School in Irrigon.

School enrollments in Morrow County have risen
from 1,072 in 1971 to the current all time high of 1,612
students, this figure is almost certain to increase
even more before the current year ends. This is an
increase of 540 students. If we consider 23 students
per room, as an average classroom, this would
mean that the district has received enough new
students to fill 23 new classrooms. However, during
that period of time the District has added only 12
new classrooms. This rather conservative building
program has been possible because most school
buildings were operating below capacity in 1971.
Sinc-1974 the district's student population increase
ha. averaged over 100 students per year. It is
expected to reach roughly 2,350 students by 1982.
In an examination of growth by schools we find that
during the period from 1971 to 1977 A.C. Houghton
Elementary School, which serves Boardman and
Irrigon, has increased by 255 students, Riverside
Junior and Senior High, serving the same
communites, has increased by 160 students, for a
total of 415 or 76 per cent of the total District
increase. I
Heppner Elementary School during the same period
has grown by 125 students to account for 22 per cent
of the increase. Heppner High School has grown by
12 students or 2 per cent, lone Schools have
remained the same at this date as in, 1971.
In 1971 Heppner Elementary and Junior High
dropped to 343, the lowest student population since
the new district was formed. The highest population
was in 1962 when the population had reached 469
students. However, in 1977 the student population at
Heppner Elementary School again rose to these
levels and indications are pointing at a possible
continuing increase there. ,
