SB A representative in Pendleton
First-Aid training
here next week
A first aid training course with morning sessions will be
held in Heppner next week, Carol Dungan of the 4-C Council
announced.
The standard course will be held at the Catholic Church
Parish Hall from 9:30 to 12-noon Tuesday, Wednesday and
Friday, Feb. 21, 22 and 24.
There is no charge for the course and babysitting
services will be provided. Persons interested in taking the
course should call Children's Services Division, 676-9121.

board posts
to expire
Three of the seven positions
on the Blue Mountain Com
munity College Board of
Education will be expiring
June 30 and interested persons
have until 5 p.m. Feb. 28 to file
for the posts. The only
incumbent from Morrow
County, Bob Rietmann, lone,
told the Gazette-Times he
plans to run for re-election.
All positions on the BMCC
board are at-large posts, and
the only requirements for
election are that candidates be
at least 18 years old and
residents of Morrow or Uma
tilla counties.
Petitions with 25 signatures
or payment of a fee is required
of all candidates filing. More
information can be obtained
by calling BMCC President
Ron Daniels.

parents Mr. and Mrs. Thomas
Troxell of Heppner at 12:17
p.m. on Thursday, Feb. 2,
weighing in at 5 pounds even.
Big brother Kevin welcomed
his new sister home.
Krystal's grandparents are
Mr. and Mrs. Ray Britt and
Mr. and Mrs. Don Troxess, all
of Spray. Her great-grandmothers
are Alice Jackson of
Spray and Ethel Fleming of
Stockton, Cal.
Dr. and Mrs. Orval Lee
Hazen of Heppner chose the
name Heidi Lynne for their
new daughter, born Monday,
Feb. 13 at 2:51 a.m. Heidi
weighed 7 pounds 7'z ounces
at birth. She joins a sister,
Stephani, in the Hazen home.
Heidi's grandparents are
Mr. and Mrs. Raymond
Krause of Warren and Mr. and
Mrs. Max Hazen of Ashland.

city's right to require removal
of poles and lines in accor
dance with all present and
future city ordinances, was
called "a little ambiguous" by
Bell representative Dale
Slusher.
- "It leaves too many loose
ends," Slusher said. "In the
past we didn't have to include
the clause in our agree
mentsif a city wanted us to
move a pole, we moved the
pole."
An alternate proposal, simi
lar to the one in the recently
accepted City of Pendleton
franchise agreement, was
read by Slusher and given
tentative approval by the
Council. Formal amendment
procedure will be carried out
within the month.
The agreement calls for
removal of equipment,
"...where the Council finds
and determines, after consul
tation with the Utility,... relo
cation is necessary or desir
able by reason of traffic
congestion, or the partial
obstruction or impairment of
pedestrian or vehicular traf
fic, or by reason of the
existence of hazards or dan
gerous conditions created by
the location of such poles,
wires, or fixtures, except
when controled by State law or
regulation."
Kuhn said the proposal
could restrict the Council's
actions by limiting the re
moval to hazardous situations
only.
"This requires that hazard
ous conditions be proved
before the request for removal
will be granted," Kuhn said.
"I think other situations could
arise and the wording of the
Section could limit the city."
The Section also contains a
clause stating that when
removal of equipment is done
for purely aesthetic purposes,
the requesting party will be
responsible for the expense.
"I can't think of any reason
not covered in the agreement
that the city would want to
move a pole," Slusher said.
"Besides, the problem won't
be around too long because we
are interested in putting the
equipment underground."
The franchise agreement
provides the city with the
same three per cent per month
of Pacific Northwest Bell's
gross local service revenues
as provided in the previous
agreement.
