PROPOSAL Shall the City of Heppner, Oregon be authorized to levy for the fiscal year 1977-78, the sum of $46,445.00 outside the 6 per cent limitation set forth in Section 2, Article II of the Oregon Constitution. EXPLANATION OF BALLOT QUESTION Without the approval of the voters, the City of Heppner has authority to levy only the tax base of the City, which is $41,485.00. Because the tax base is inadequate, it is necessary to submit to the voters for the fiscal year 1977-78, a tax levy request in excess of the tax base. If approved, the operating budget to be financed by local taxes for the years 1977-78 will be $46,445.00 outside the 6 per cent limitation of the Oregon Constitution. This constitutes a rate levy increase over the preceding year in the maximum amount of $3.52 per thousand of true cash value of taxable property. Last year the rate of levy was $2.77 per thousand of true cash value. The reasons for increasing the levy are: Reduction of Federal Revenue Sharing money, plus increases in cost of equipment and supplies, contracted services and materials, employment salaries, social security, workmen's compensa tion, all necessary for the operation and maintenance of the City of Heppner. She was born July 31, 1884, in Manona County, Iowa, the daughter of James and Alice Duncan, and had been a resi dent of Eastern Oregon most of her life. Funeral services were held Tuesday, Mar. 22, at 2 p.m., at the First Christian Church, with the Rev. G.E. Nikander officiating. Kathryn Hoskins, organist, sang "The Old Rugged Cross." Concluding services and interment were at Heppner Masonic Cemetery with Sweeney Mortuary in charge of arrangements. Mrs. Rood is survived by four step-sons: Orville Rood, Sumner, Wash.; Gerald Rood, Heppner; Lotus Rood, Port land; Ray Rood, Hermiston;. three step-daughters, Betty Mikesell, Eau Claire, Wis.; Charlene Collins, Oak Ridge, Ore.; Marjorie Cummings, Portland; a niece, Cleo Rein hardt, Yakima, Wash., and three grandchildren. She was preceded in death by three children; Aura, Olive and Emery Gentry. Contributions may be made to the Pioneer Memorial Hospital Fund. Dorothy Petit Dorothy M. Petit, 69, of Spray, passed away Mar. 13 in Prineville at Pioneer Memor ial Hospital. Funeral services were held Friday at 2 p.m. at Haystack Cemetery in Spray, with Rev. Alan Gordanier officiating. Mrs. Petit was born Oct. 19, 1907, at Ferndale, Wash. She had worked as a nurse for a number of years in Belling ham. Wash., before moving to Spray in 1969. Mrs. Petit is survived by her husband, Charles; a son, Wil liam Wells, of Boa, Wash.; a brother, Tom Dierdorff , of San Diego, Calif.; and 3 sisters, Doris Caffee, of San Diego, Caroline Stukel, of Likely, Calif., and Olive Jones, of Bellingham.
