Val Toronto, city engineer, pre . sented a facility plan for a mechanical sewage treatment , plant to residents last Thurs day night in an information meeting. Eighty-five per cent of the approximately 60 residents attending indicated their sup port of the treatment plant through a show of hands. "This new plant could end up economically valuable to the community," said county plan ner Dave Moone. "Industry may consider locating here if we have a sewer system." A portion of the $851,000 project is hoped to be covered through a grant. The plant is not expected to begin con struction for at least the next two years. Present population of Irri gon stands at 450 as certified by a 1976 Portland State .University survey. Growth since 1971 was set at 42 per cent. A governor's study last year estimated the commun ity will have a population in excess of 800 in the next 10 years. "We see this as the No. 1 trouble area in the Columbia River area," said Toronto. "Up until a few years ago there was no reason to plan so far ahead. Industries are causing small communities to realize they have no program for handling sewer systems." Until the plant is ready for hook-ups however, incoming residents will be required to put in a septic tank. The plant will clorinate and purify sewage water and return it to the Columbia River. "I can't see polluting our Columbia River further, it's already polluted enough," objected one woman. "The minimum requirement for purification is 85 per cent reduction," said Toronto. "The planned plant has 92 to 95 per cent reduction and will produce sparkly white water , as a result of aeration." Another plan considered by the city was for a lagoon plant. It would add $250,000 to the cost of the mechanical plant. The water from the lagoons would not be dis charged into the river. It would be pumped to circles in area fields. The proposed site for the plant is located northeast of Irrigon. Citizens brought il to Toronto's attention that the location was below the flood plain.
