': :'-: That the proposed charter amendment referred to the City of lone by the City Council be as follows: AN ACT To amend the charter of the City of lone, Oregon, by adding thereto Chapter Eight, authorizing the improvement, re construction, and extension of the water system of the City of lone for the purpose of providing adequate and more equitable distribution of water in the City of lone; and the issuance of bonds in an amount not to exceed $100,000.00 to provide funds therefore. .. Be it enacted by the people of the City of lone, Oregon, that the charter of said City be amended by adding thereto Chapter Eight to read as follows: : CHAPTER EIGHT a. The Common Council of the City of lone, Morrow County, Oregon, is hereby authorized, empowered and directed to sell and issue general obligation bonds of the City in an amount not to exceed $100,000.00. The bonds are to be used for the improvement, reconstruction, and extension of the water supply system of the City of lone. The bonds shall bear interest at a net effective rate not to exceed eight per cent (8 per cent) per annum payable semiannually, each of the bonds to be a general obligation of the City of lone, to be dated at a convenient time to be fixed by the Common Council, to mature as determined by the Council but in no event later than 40 years from the date of issue, and to contain such additional terms as the Common Council deems advisable. The principal of and interest on the bonds shall be payable at the office of the Treasurer of the City of lone, and the bonds shall be known as the "City of lone Water Improvement Bonds 1977" and shall be advertised and sold as provided by the laws of the State of Oregon. b. That the debt limitations contained in the charter of the City of lone shall not apply to the bonds hereby authorized nor shall any other provision in limitation of said charter apply. ." c. The Common Council shall each year at the time of making the annual tax levy for City purposes, include in such levy, sums sufficient to be used Jointly with other funds as may be received from operating revenues to pay the interest due on the outstanding debts of the issue and to retire the principal thereof at maturity. SECTION 6: That the proposed charter amendment here referred to the people of lone by the Common Council shall be voted upon under the following ballot title: Charter Amendment. Shall the charter of the City of lone, Oregon be amended by adding thereto Chapter Eight, authorizing the issuance of general obligation bonds in an amount not to exceed One-Hundred Thousand Dollars ($100,000.00) to provide funds with which to improve, reconstruct, and extend the water system of the City of lone, the bonds to mature or not to exceed 40 years? . 100 () YES 101 ( )NO SECTION 7: ' It is necessary for the peace, health and safety of the City that the election herein provided shall be held at as early date -as possible and in order to do so, this Resolution shall take effect immediately, now therefore, An emergency is hereby declared to exist and this Resolution shall go into force and effect upon its adoption and approval.
