Library discusses

service to residents in the
Boardman-Irrigon area was
discussed briefly by the Coun
ty Court last Wednesday, Jan.
19,
The Heppner Library
Board, at its December meet
ing, decided that the matter of
I the inclusion of some library

county building in the river
area should be investigated.
Mrs. Weatherford brought the
possibility to the court's attention.-
HEWS CHIEFS
Highway funds distributed
The State Highway Division has distributed $15,868,205.82
in highway user funds to the 36 counties of the state during
the period July 1 to Dec. 31, 1976, H. Scott Coulter, state
highway engineer, reports.
The allocation is based on the statutory 20 per cent.
Appropriation is made to counties on a monthly basis.
The funds come from: motor vehicle registration and
operator's license fees, gasoline tax, use fuel tax, motor
carrier fees, and fines and penalties collected for violations
of the size and weight statutes from citations issued by
Highway Division weighmasters.
The allocation to each county is based on the number of
vehicles registered in it during 1975.
In Morrow County, there were 2,551 registered vehicles in
1975 for an apportionment of $70,891.57.
Wheat market builds
All Northwest grain markets closed the week ending Jan.
20 within a few cents of the previous week's close, according
to the USDA's AMS Grain Division, Portland.
Wheat markets had a stronger undertone as adverse
weather conditions, causing an increased demand at the Gulf
for available supplies, were the influencing factors. Cooler
weather in the Midwest has also increased feed consumption.
White wheat markets are 4 cents per bushel over last week
at $2.92 per bushel to arrive coast. Anticipation of additional
export business and reduced farmer selling are influencing
the markets.
Fresh export business continued on the light side. The
Japanese Food Agency purchased 2 cargoes of wheat for
April and Taiwan, 2 cargoes for March lifting. Traders have
reported that overseas buyers are taking an interest in
barley. Actual figures are not available at this time.
si Wheat and feed grain markets moved in a mixed crice
trend across the nation during the week in the Pacific
Northwest. No. 1 soft white and white club wheat closed the
week at $2.92 per bushel to arrive coast. This compares to
$2.88 per bushel last wt ek and $3.88 per bushel a year ago.
The cold, dry weather H :.t s"t in nearly two weeks ago
moderated toward the wet:' s end. Most wheat fields have
snow cover, offering good protection from the zero degree
temperature. Stands show no stress to date.
This week's export was less than hoped for. Korea
purchased 3,000 metric tons of spring to fill out their
February requirements. Taiwan bought 30,000 metric tons
for March lifting, and Japan 2 cargoes for April.
BMCC tuition raised
In a step designed to permit students to bear part of the
increasing costs of education, the Blue Mountain Community
College Board of Education has raised tuition fees $5 per
term.
Starting with Fall term, the new tuition and fees for
full-time students will be $125 per term, up from the current
$120.
The Board also increased the travel equalization grant to
students from Umatilla and Morrow counties who live more
than 10 miles from Pendleton. The grant was increased from
2lA cents to three cents per mile per school day to help
equalize the additional costs incurred by students who live
more than 10 miles from the college.
In other action, the board:
Approved economy steps taken by President Ron Daniels
to meet a loss of revenue resulting from a drop in enrollment.
Approved expansion of the college's present Practical
Nursin" propram to include an Associate Degree Nursing
program. The new plan, if approved by state agencies, would
train both one-year Practical Nurses and two-year Associate
Degree Nurses. If state approval is received in time, the
program will be instituted next Fall.
Jones named VP
Delpha Jones of Lexington has been named vice president
of the Eastern Region Council of the Oregon Lung
Association. Her term of office starts Apr. 1 and runs through
Mar. 31 of 1978, the Association reports.
She will serve with other new officers, Jim Shaw of
Ontario, president, and Lorna Rees, Helix, secretary.
Everett Abbott of La Grande and Delpha will serve as
representative directors from the Eastern Region Council to
the Oregon Lung Association State Board of Directors.
Delpha is serving her second year in this capacity.
Auction cancelled
An auction sale for two 40 acre parcels of National
Resource Lands in Eastern Oregon's Gilliam County has
. been cancelled because the Federal Land Policy and
v ' Management Act of 1976 abolished the legal authority under
which the land was being offered for sale.
The Bureau of Land Management (BLM) had scheduled a
public sale for Feb. 1, 1977, at its Oregon State Office, 729 NE
Oregon St., Portland, Ore.
The land is in two isolated tracts. One is in the community
of Olex and the other five miles southeast of Olex.
The parcels will be reoffered for sale after new regulations
are published under the Federal Land Policy and
Management Act, BLM officials said.

he had heard that there was a
complaint about the library's
services being limited to the
southern section of the county.
Judge Jones stated that if
the residents of the area
wanted library service, they
needed to petition the court.
That the need and request
must originate with the resi
dents of that area.
Commissioner McCoy said
that he would inquire further
about interest in library ser
vice.
