Ullman asks for better
forest grazing range
Cong. Al Ullman today
asked Congress to fund a $2.3
million experimental program
to update forest range lands
for better grazing use and
conservation. The program
would center in Oregon's Blue
Mountains, primarily in Grant
County
According to Ullman,
Forest Service range lands
are coming under increased
use, and the agency hopes to
establish a pilot project for
upgrading forage and water
conservation.
He recalled the Vale Grax
ing Project undertaken some
years ago by the Bureau of
Reclamation to restore lands
that had been over-grazed in
Malheur County, and said
similar success could be
achieved on Forest Service
range lands with proper
management.
Noting that the administra
tion had budgeted no money to
continue research into bovine
emphysema through the
Northwest Forest and Range
Experiment Station in La
Grande, Ullman asked for an
additional $60,000. He also
requested $1.2 million for the
Forest resources evaluation
carried on by the LaGrande
laboratory.

ed special appropriations of
$774,000 to continue con
struction of the new, modern
fish hatchery on the Warm

The county commissioners
met last Wednesday and
conducted routine county
business. Judge and Mrs.
Jones were on vacation.
Charles Patching and Tom
Stewart of the Assessor's
Office have been appraising
farms and mobile homes in
the north end of the county.
Juvenile officer Carolyn
Davis attended the annual
conference of the Oregon
Correctional Association held
at the Salem Elks Cub. She
also attended the recent Child
Abuse Seminar in Walla Walla
at which two outstanding
sociological writers spoke.
On Friday, Miss Davis
visited the Mcdaren School at
Woodburn with Police Officer
Chuck Holt and several high
school students.

attended the hearing regard
ing the building of the coal
fired P.G.E. plant in the
county, according to the
county planning office. This
plant will give the county a big
tax boost by increasing the
assessed valuation to more
than twice its present amount.
Most of the persons attending
the hearing were from various
governmental agencies or
from P.G.E.

Sen. Bob Packwood (R-Or.)
Thursday introduced a resolu
tion reaffirming the intention
of Congress that states should
not tax individual income tax
rebates paid under the Tax
Reduction Act of 1975.
Sen. Packwood, a member
of the Senate Finance Com
mittee which handled the bill,
said the need for this resolu
tion arose from a decision by
Oregon's Attorney General
that the tax rebate is subject
to Oregon State taxes. '
"I think the action by
Oregon is wrong, and I am
concerned that other states
may follow this example,"
Packwood said. "I believe the
states are acting against the
best Interest of the consumer
and against the wishes of the
Congress If they attempt to
profit from the rebate pay
ments," he said.
He also warned that an

from the rebates may weaken
support for revenue sharing.
Packwood explained that
both the Senate and the House
Committee Reports on the bill
contained the statement, "the
refunds under the bill do not
Involve any reduction in the
taxpayer's Federal Income
tax liability as such for 1974."
The Attorney General of
Oregon has decided the rebate
will be treated as a reduction
of Federal income taxes paid
for 1974, which reduces the
state tax deduction for federal
Income taxes paid and leads to
a recomputation of state
taxes.
"The resolution I have
introduced today does not
attempt to alter the power of a
state to establish Its own
income tax laws. It does,
however, clarify to the states
that we believe that they are
