this lime It is believed the fire started from a small electric

High volatile 2, 4-D
restrictions explained
Restrictions on the use of
high volatile forms of the
herbicide, 2, 4 D. were pub
lished Ihis week by the Oregon
Department of Agriculture.
The restrictions, which pro
hibit Ihe use of these forms of
Ihe herbicide for 120 days
, following April 5. 1975. in
certain areas of Morrow and
Umatilla Counties, were
adopted by the department
under an emergency tem
porary order.
The action followed a series
of five hearings held in March
in five Columbia Basin Coun
ties The original proposal,
aimed al avoiding drifl dam
age lo grapes in the Iri-cilies
area of Washington, would
have prohibited the use of high
volatile 2.4 Ds in all five
counties from April 1 lo

Hearings officer Bill Rose
sun in his findings, said,
"There is some, but not
conclusive, evidence of dam
age lo grape planting caused
by Ihe application of high
volatile esters of 2.4 I) both in
Ihe northern border areas of
Oregon and south central
Washington The lack of
conclusiveness of present re
search and investigatory data
and evidence precludes justi
fication for a prohibition or
restriction other than in Ihe
northerly portions of Morrow
and Umatilla Counties".
He said the existence of the
East Umatilla Chemical Con
trol District precludes Ihe
necessity of applying Ihe
restrictions lo that area.
The area covered by Ihe
temporary order is "all lands
situated north of Interstate
Highway SON w ithin Ihe coun
ties of Morrow and Umatilla,
excluding . . , lands presently
subject lo the East Umatilla
Chemical Control District".
The order does nol apply to
low volatile or amine forms of
2 4 1) Those affccled by Ihe
order are Ihe "high volatile
ester of 2.4 I) (2.4 Dichloro
phenoxyacelic acid, and in
cluding Ihe methyl, ethyl,
propyl, butyl and amyl esters
thereof".
The order says, in effect, no
one shall use Ihe prohibited
forms of 2.4 I) in Ihe restricted
