An Important issue facing the legislature again is financing
mass transportation. We primarily think of busses when this
subject is mentioned. Even though you may not have local
bus transportation available, you may be asked to help
finance the same. It is for this purpose that I bring this topic
lo your attention this week.
Many people in rural areas would prefer to see the funds
spent to fill holes or eliminate dangerous curves on local
roads. Many people in urban and close-in suburban areas
would Just as soon leave the driving to someone else.
No fewer than 29 mass transit measures have been
introduced in both House and Senate. Many are concerned
with finding new sources of funding, while others seek tc
either study or implement public transportation systems.
Several address the question of whether to broaden or limit
the authority of mass transit districts.
House Bill 2432, one of more than a dozen taxing authority
measures, would allow mass transit districts to impose
motor vehicle registration fees of as much as $15. Cities and
counties located entirely outside mass transit districts would
be authorized to levy a tax of not more than $5 on each
registration.
Revenue generated by the new fees and taxes would be
earmarked for public transportation facilities.
Before HB 2432 can become effective, voters must approve
a change in the Oregon Constitution permitting proceeds
from motor vehicle registration levies to be used for mass
transportation. The enabling legislation is found in House
Joint Resolution 21, which would put the amendment on the
next regular general election ballot.
Senate Joint Resolution 16 would amend the Oregon
Constitution, subject lo voter approval at the next primary,
to permit the use of state gasoline tax revenue, as well as a
portion of vehicle registration fees, for mass transportation.
Specifically, the measure adds the acquisition of mass
transit facilities, including railroads, to the authorized
purges for which these taxes may be used.
SJR 26, which would be placed on the next general election
ballot, would authorize mass transit districts to directly levy
motor vehicle fuel taxes up to a maximum of two cents per
gallon,
SJ It 8. another measure requiring voter approval at the
next general election, would amend the Constitution to
authorize the issuance of bonds to finance common carrier
transportation systems with the state.
Proceeds would be used for the construction, purchase,
lease, improvement, operation and maintenance of such
systems.
A measure that would extend mass transit district taxing
authority to cover state, county and city governments,
sfwci.il districts and all other public or municipal
corporations has run into considerable opposition in hearings

Education groups especially object to school districts being
among those made subject to payroll taxes, but
representatives of cities and counties also have expressed

Salem officials are seeking temporary authorization to
levy a public transportation payroll tax on state employes
working in their city.
A five-member Oregon Public Transit Commission,
appointed by the Governor, would be created if SB 201
becomes law.
Purpose of the commission would be to establish an
intercity public transportation system throughout the state.
Cooperative agreements with cities, counties, districts, ports
and stale agencies would provide for joint use of rights of
way available for public travel.
SB 288 directs the s( ite's Mass Transit Division to set up
and pperate, either directly or by contract, an express bus
system between Ashland and Portland.
This system would serve major cities along the 1-5 corridor
with transfer stations, shuttle buses and park-and-ride
facilities.
Two measures seek to place limits on the taxing authority
of mass transit districts.

HB 2477 would exempt agricultural operations from
district taxes. While this proposal would have a negligible
impact on total revenues collected by Tri-Met, it would
reduce the annual income of the Lane district by as much as
$50,000.
HB 2562 would require district boards to establish, for the
purpose of determining tax assessments, service areas based
on benefits received from mass transit systems.
Mass transit districts have authority by statute to raise
revenue by eight different sources, including the ad valorem
and income taxes within their respective districts. (1 ) They
do not need more authority. (2) They resist doing this as they
would prefer a broader base from which to extract their
funds. This includes you and I. However, politically it would
be less pressure for them to pass it on.
