1974 Accomplishments
1. Completed two Coordinated Resource Management
Plans totalling 183,830 acres, involving Kinzua Corporation,
U. S. Forest Service and the Oregon Wildlife Commission.
2. Completed the first long term cost share agreements
(LTA) in Morrow County for Al Osmin and Rudy Bergstrom.
3. Established the Wind Erosion Guidelines for use after
Senate Bill 13 is enacted.
4. Completed construction of more than 500,000 feet
diversion ditches. Construction Is approximately 50 per cent
completed on the Blackhorse Canyon Project.
5. Two automatic storm warning devices and a telemetered
precipitation gauge have been installed in the watershed
above Heppner.
6. Soil surveys were completed on more than 100,000 acres.
7. Morrow District Improvement Company has been
formed and Preliminary Irrigation Feasibility Study is
completed.
1975 Goals
1. Push for approval of Senate Bill 13 that enables SWCDs
to establish erosion and sedimentation ordinances. Adopt the
proposed wind erosion ordinances in the northern portion of
the county.
2. Work closely with the Morrow District Improvement
Company to achieve maximum irrigation benefits from
Columbia River water.
3. Begin the soil survey map measurement project for
adaptation and use by the county assessor.
4. Continue emphasis on conservation education including
grade school tours and 5th grade poster contest.
5. Complete Heppner Water Control District Measure Plan
and Work Plan. Begin construction in the fall of 1975.
6. Complete the Blackhorse Canyon Special REAP Project.
Push for funding of the Clarks Canyon Special Project for
1975. Work with County and State ASCS Committees to get
farm-over gradient terraces as a cost -shared item.
7. Urge construction funding be made available for Rock
Creek Watershed Project.
8. Stress the importance of proper maintenance of
diversion and silt dams within the county. Work with district
cooperators to attain complete, adequately spaced diversion
ditch systems on their farms.
