Monday, Oct. 28, 1974 at the

Mrs. Don Baker, Boardman,

tial" on their property con

25 KWM, Map 16 AD, on
Wilson Road, southeast of
Hoard man.
2. Amendments to the Mor
row County Zoning Ordinance.
The principal reason for the
proposed amendments is to
bring the Morrow County
Zoning Ordinance into con
formance with Oregon State
Statutes which were enacted
subsequent to the date the
Ordinance was adopted. Plan
ning Commission members
have a copy of the zoning
ordinance showing the pro
posed amendments, and a
limited number of copies are
available at Room 201, Court
house, Heppner.

CALLING A SPECIAL
ELECTION ON QUESTION
OF ESTABLISHING A TAX
BASE AND ATTENDANT
MATTERS
ORDER
WHEREAS The District
does not at present have a tax
base, and
WHEREAS The Board of
Directors is charged with the
duty of managing and con
ducting the affairs of the
District and the Board feels
that it is necessary and
desirable to hold an election
for the purpose of determining
whether the District should
establish a tax base of Six
Thousand Two Hundred Fifty
($0,250.00) Dollars, for the
purpose of enabling the Dis
trict to carry out the objec
tives for which it was formed,
and
WHEREAS the County
Clerk for Morrow County has
indicated approval of her
designation as the election
officer for the district election
provided herein,
NOW THEREFORE, the
Board meeting regularly for
the conduct of District busi
ness, ORDAINS AND
ORDERS as follows:
(1) There shall be held on
November 5, 1974, the date of
the statewide general election,
a special election of the
Heppner Water Control Dis
trict for the purpose of
submitting to the qualified
voters within the District the
question of whether or not to
establish a tax base for the
district of $6,250.00.
(2) As provided by ORS
259.060, each District resident
who is a registered voter and
who has resided in the District
for at least 30 days prior to the

election shall be entitled to
vote.
(3) The County Clerk for
Morrow County shall be the
Election Officer and shall
have the duty of administering
this election as provided by
ORS Chapter 259, . and the
election laws of the State of
Oregon.
(4) The election officer shall
give notice of this election by
causing to be published In the
Heppner Gazette-Times, a
notice of the said election. The
notice shall contain a brief
description of the matter to be
voted upon, the date of the
election, the time the polls will
be open and information
indicating where qualified
voters may vote. There is
attached hereto and marked
Exhibit "A" an election notice
which the election officer may
use to give the required notice.
Notice shall be published two
(2) times. The first publica
tion shall be not more than
twenty-five (25) days nor less
than fifteen (15) days preced
ing the election. The second
publication shall be not more
than fourteen (14) days nor
less than eight (8) days
preceding the election.
At least ten (10) days prior
to the election the election
officer shall cause the notice
to be posted in at least three
(3) conspicuous public places
in the district and also at each
polling place.
(5) The polls for this election
shall open at 8:00 a.m. and
close at 8:00 p.m. In all other
respects the election shall be
conducted in accordance with
the provisions of ORS Chapter
259.

Dental care back
in the classroom
Heppner Elementary stu
dents in grades kindergarten
to six have again become
involved in a dental care
program emphasizing pre
vention. The program consists of
daily brushing and a weekly
rinse of fluoride solution
supervised by the classroom
teacher.
The daily brushing is a dry
brushing following lunch with
a minimum of disruption to
the academic schedule.
The weekly fluoride rinse is
done with a 2 percent solution
of sodium fluoride. The
process takes place at the
siudenls' desk, is not taken
internally, and lakes less than
five minutes per week. This
weekly rinse program reduces
decay up to 50 per cent as
shown in a study conducted in
two Portland Public Schools
from 1967-1972.
Deer season
doses today
The 1974 deer season in
Easiern Oregon will come to a
close after Thursday, Oct. 17.
Mule deer hunters have
experienced one of the tough
est hunting seasons in several
years. Dry, noisy conditions in
the woods have continued
since the season's opening,
without rain, snow, or storm to

School authorities say this is
not a substitute for individual
clinical application by a
dentist or dental hygienist.
The program is completely
voluntary, with permission
slips needed from parents,
and may be begun or ended at
any time. The State Dental
Health division, local health
department and area dentist
have given their support to the
program as it goes into its
second year in the Morrow
County elementary schools.
Permission slips are avail
able from the school offices
for those parents who have not
yet received one by way of
their child.

Hunters are reminded that
the deer season in the Keno
Unit in Southwestern Klamath
County also closes after
Thursday, along with the rest
of Eastern Oregon. This is a
change from last year since
this unit has generally co
incided with the longer West
ern Oregon season.
Although most deer in the
Keno Unit are of the blacktail
variety found throughout
Western Oregon, their habits
are more similar to the mule
deer of eastern Oregon. They
migrate to lower elevations
late in the season as mule deer
dn and become more vulner
able to hunters during their
travels. Because Keno Unit
deer populations are low this
year as are mule deer
numbers, the season is being
closed early.
