Heavy snow, rain insures
excellent water supply
The water supply outlook for
Oregon is extremely good,
according to Dave Franzen,
Soil Conservation Service. The
mountain snowpack is gen
erally third or fourth highest
on record at most snow
courses. Winter's precipita
tion has been above normal
and reservoir storage is ex
cellent, he said.
Fourteen snow courses lo
cated along the northern
Cascade crest, in the Blue
Mountains above Milton
Freewater and in the Wallowa
Mountains set all time records
for snow water equivalent on
April 1. The snowpack around
Mt. Hood exceeds the record
of 1972 at many locations.
Many courses were second,
third and fourth highest on
record. The snowpack is
generally 100-120 per cent in
Southcentral Oregon, 150 to
200 per cent in the Cascades
and 120 to 200 per cent in
Eastern Oregon.
Precipitation was above
normal in all areas of the state
during March. It was espe
cially heavy in Klamath and
Lake counties where it was
over two times normal. Winter
precipitation has ranged from
120 per cent in Southeastern
Oregon up to 165 per cent in
the Southwestern part of the
state. All other areas varied
between 140 and 155 per cent of
average.
Twenty-five major irriga
tion reservoirs are storing
2,816,000 acre feet of water.
This is 550,000 acre feet more
than the average amount
stored on April 1, according to
Franzen.
Warm temperatures during
the middle of March and more
than normal precipitation
combined to bring about
heavy streamflow during the
past month. Many streams
produced flows l- to 2 times
normal. Streamflow for the
normal snowmelt period,
April-July, will generally be
"excellent" in all areas of the
state.
The above average condi
tion of stored water supplies
and a near record snowpack
insures excellent supplies of
water this summer for Ore
gon. The water supply outlook for
Area 111 remains excellent.
The snowpack is nearly twice
the amount, with many snow
courses exceeding the highest
water content on record.
Precipitation was slightly a
bove average during March,
and the soil moisture condi
tions are near average. Stor
age reservoirs will all fill, with
stream flows expected to be
20-50 per cent above normal
during the spring and summer
months.
The water supply outlook for
Pine Creek, Wildhorse Creek.
Birch Creek, Butter Creek,
Willow Creek, Rhea Creek and
Rock Creek (John Day tribu
tary) are all rated excellent
for the spring season flow
period, with average to ex
cellent for the late season.
The soil moisture content at
Battle Mountain Summit,
Emigrant Springs and Toll
gate are nearly the same as
last year, and slightly above
average.
Arbuckle Mountain had a
snow depth of 32 inches as of
March 27, with a water
content of 13.2 inches as
compared to 7.0 inches last
year. Lucky Strike had a snow
depth of 37 inches on March 28,
with a water content of 13.4
inches as compared to 8.2
inches last year.
Petitions circulating
on trout initiative
Petitions will begin circu
lating this weekend for the
steelhead trout protection
initiative, it was reported
today by Carey W. Starzinger,
president of Save Oregon's
Rainbow Trout, Inc. (SORT),
backers of the measure.
Ballot title for the proposed
initiative measure, as drafted
by the Oregon State Supreme
Court and filed April 4, reads:
"PROHIBITS PURCHASE
OR SALE OF STEELHEAD
"Declares it to be the policy
of the state to manage
steelhead and other rainbow
trout for recreational angling
and to protect wild native
stocks. Recognizes that steel
head intermingle with food
fish and directs regulation to
minimize incidental catch of
steelhead by commercial
gear. Prohibits purchase or
sale of such incidental catch
and directs delivery to state
for distribution to public
institutions or charitable or
ganizations. Indian treaty
fishing rights not affected.
Repeals ORS 509.030."
Starzinger said petitions are
being mailed directly to area
coordinators in the statewide
petition drive as well as tn
individuals who have already
signed up to circulate them.
Some 39,984 valid signatures
must be secured by July 5, to
put the measure on the Nov. 5
general election ballot.
