When the City of Boardman
was relocated in 1968 due to
the construction of McNary
Dam, the new town was
designed for approximately
600 inhabitants.
Today, Boardman is all but
obsolete. The population has
outstripped the 500 population
limit, city services are over
taxed, and the area is braced
foi; an influx of from 1,000 to
20,000 residents as the planned
fafm and nuclear power plant
projects develop.

crease of from one to four
thousand people by the end of
1980. But what to do with
them? City water and sewer
lines are at capacity now.
There is an insufficent tax
base to finance the bonds
required to meet expansion
problems.
When the U.S. Navy decided
to relocate its bombing range
from the Boardman area to
Washington State, Boardman
residents were pleased but
were also presented with
another problem. The Navy is
presently occupying 50,000
Workmen for Teeples & Thatcher Contractors. Inc.,
Portland, align a six-footer diameter irrigation pipe on the
giant Sabre Farms property near Boardman. The 50-foot
sections are suspended by two large Caterpillers and held in
position while workmen spot weld them together. Later they
are lowered into a trench. There will be seven miles of this
conduit (which costs $45 a foot) to carry irrigation water
from the Columbia River to Sabre Farms and East Oregon
Farms. In all, there will be 60 miles of irrigation pipe of
varying sizes when the joint venture is completed.

acres of farm land. Part of it
will be used by Portland Gas &
Electric for a huge nuclear
power plant cluster. That
means an additional influx of
workers, possibly by next
year. There is no housing for
them, and not likely to be
within the next year.
The nuclear plant will
provide the area with coolant
water to be used for irrigation
of farm land once thought of
as wasteland. Boardman and
Morrow County is interested
(and worried) about what will
happen to the farm land once
it becomes available.

Area residents do not look
kindly upon changes in the
community. Some resent the
pending intrusion of more
people and more business
activity which means provid
ing more schools and other
tax-paid services to the "new
comers." Generally, the division of
the available farm land into
small parcels for family units
is favored. Another proposal
has been that the farm land be
made available to Vietnam
veterans. However, the cost of
developing the land would
probably put the cost far
above most veterans' ability
to pay.
Then there is the Boeing
Corporation to consider.
Aside from the 50,000 acres
leased by the Navy, Boeing
has almost 100,000 acres under
a 99-year lease from the
Veterans Department at 60
cents per acre per annum . The
firm has poured a fortune into
its agricultural practices. It
has spent about $100,000 in
attracting PGE's nuclear
plant so that it could utilize
coolant waters from the plant
for farm and cattle projects.
The status of Boeing has
been suhject to some misin
terpretation recently, accord
ing to Jack L. McFadden,
vice-president and assistant
general manager of the agri
business corporation.

Boeing pays taxes on the ,
leased land. This tax to
Morrow County amounts
to about $66,000, and since 1971
has paid the taxes direct
rather than reimburse the
Veterans Department. It con
stitutes about 2 per cent of the
total county taxes.
According to McFadden,
Boeing has yet to show a profit
on its venture into agri
business. For example, Boe
ing leases vast acreages of
grazing land to Mrs. Shirley
Rugg at 35 cents per acre for
which Boeing pays 60 cents. It
also leases some experimental
alfalfa fields to her for $104
per acre, whereas Boeing's
cost for growing and main
taining is $125 per acre.
Boeing points with pride to
the fact that its projects have
demonstrated the profitable
use of the land to the extent
that it has attracted devel
opers, such as the Saber Farm
people.
The greatest fear of Board
man area residents is the very
fact that drastic changes are
coming to their once quiet
community.
There would have to be a
police force, which Boardman
does not have at this time. And
a fire department. There are
no facilities for new homes, ,
although many are in the
planning, along with trailer

units. One developer has plans
for a 750-mobile home unit.
There is a problem of where
the children of new residents
would attend school. There is
no immediate problem at
Riverside School, but an influx
of 4,000 people would mean
about 1500 new school chil
dren. Motels are already
filled. It's hard to find a place
to eat during the rush hours at
the restaurants.
When summer comes and
the processing plants open
there will be new farm
workers needing facilities.
