ON DECEMBER 3. 1973 IN
THE CITY OF HEPPNER, OREGON
NOTICE IS HEREBY GIVEN thai a special election has

he former library room of the City of Heppner, on Willow
Street, in the City of Heppner. and the polls will be opened
ttrom 8:00 A.M. until t .30 P.M. Pacific Standard Time. The
iolection has been called for the purpose of submitting to the
S voters of the City of Heppner a Charter Amendment
.authorizing $450,000 00 general obligation bonds to be issued
to procure funds for the improvement, reconstruction, ana
extension of the water supply system of the City of Heppner.

RESOLUTION CALLING FOR A SPECIAL ELECTION
FOR SUBMISSION TO THE VOTERS OF THE CITY OF
HEPPNER OF A CHARTER AMENDMENT AUTHORI
ZING 1450.000.00 GENERAL OBLIGATION BOND ISSUE
TO PROCURE FUNDS FOR THE IMPROVEMENT.
RECONSTRUCTION. AND EXTENSION OF THE WATER
SUPPLY SYSTEM OF THE CITY OF HEPPNER.
BE IT RESOLVED BY THE COMMON COUNCIL:

the City of Heppner be submitted to the legal voters of the
City of Heppner, Morrow County. Oregon, for their adoption
or rejection and a special municipal election be held as
herein provided
Section 2. That the date of the special municipal election
when the proposition to authorize the sale of $450,000 00
general obligation bonds shall be submitted to the voters is
the 3rd day of December, 1973. and the polling place be and is
designated as the former library room of the City of Heppner,
City Hall, on Willow Street of said City and the polls for the
receipt of ballots shall be opened at the hour of 8:00 A.M.,
Pacific Standard Time, and closed at the hour of 8:00 P.M.,
Pacific Standard Time, on said date.
Section 3. That the following qualified persons are hereby
appointed judges and clerks of said election, to-wit:
Margaret Siewert. Judge: Laurel Van Marter, Judge;
Marjorie Worden, Clerk: Hazel Bauman. Clerk; Margaret
Dubuque. Clerk
Section 4. That the recorder by and she is hereby
instructed to publish notice of the election of the proposed
charter amendment in the Heppner Gazette-Times, a
newspaper published in the City of Heppner, once a week, for
two successive weeks, the first publication thereof to be more
than 15 days prior to the election; namely, November 15,
1973. The Recorder shall also post notices of election in at
least six public and conspicuous places in the City at least ten
d&ys prior to said election which posted notice shall state the
time, place and purposes of the election, but need not contain
the full amendment.
Section 5. That the proposed charter amendment referred
to the City of Heppner by the Common Council be as follows:

Tr. an.nd the Charter ot the City of Heppner. Oregon, by
adding thereto Article VIII, authorizing the improvement,
reconstruct ion. and extension of the water system of the City
of Heppner for the purpose of providing adequate and more
equitable distribution of water in the City of Heppner; and
the issuance of bonds in an amount not to exceed $450,000.00
to provide funds therefor. Be it enacted by the people of the
City of Heppner. Oregon, that the Charter of said city be
amended by adding thereto Article VIII to read as follows:
,' ARTICLE VIII
a The Common Council of the City of Heppner, Morrow
County, Oregon, is hereby authorized, emposered and
directed to sell and issue general obligation bonds of the City
in an amount not to exceed $450,000.00. The bonds are to be
used for the improvement, reconstruction and extension of
the water supplv system of the City of Heppner. The bonds
shall bear interest at a net effective rate not to exceed 6 per
cent per annum payable semi-annually, each of the bonds to
be a general obligation ot the City of Heppner, to be dated at a
convenient time to be fixed by the Common Council, to
mature as determined by the Council, but in no event later
than twenty vears from the date of issue, and to contain such
additional terms as the Common Council deems advisable.
The principal of and interest on the bonds sh-li be payable at
the office of the Treasurer of the City of Heppner, and the
bonds shall be known as the "City of Heppner Water
Improvement Bonds-1973" and shall be advertised and sold
as provided by the laws of the State of Oregon.
b That the debt limitations contained in the Charter of the
City of Heppner shall not apply to the bonds hereby
authorized nor shall any other provision in limitation of said
Charter apply. .
c The Common Council shall each year at the time of
making the annual tax levy for city purposes, include such
levy in sums sufficient to be used jointly with other funds as
may be received from operating revenues to pay the interest
due on the outstanding debts of the issue and to retire the
principal thereof at maturity.
Section 6. That the proposed Charter amendment here
-referred id the people of Heppnerby "ffle "Commbn Council
shall be voted upon under the following ballot title:
CHARTER AMENDMENT
Shall the Charter of the City of Heppner. Oregon, be
amended by adding thereto Article VIII, authorizing the
issuance of general obligation bonds in an amount not to
exceed Four Hundred Fifty Thousand 4 no-100 Dollars
($450 0tK).00 to provide funds with which to improve,
reconstruct, and extend the water system of the City of
Heppner. the bonds to mature over not to exceed 20 years.

Section 7 It is necessary for the peace, health and safety
of 'he Cit v that the elect ion herein provided shall be held at as
early a date as possible and in order to do so. this resolution
shall take effect immediately, now therefore.
An emergency is hereby declared to exist and this
resolution shall go into force and effect upon its adoption and

at its meeting Saturday at the

ker, Flora; Margaret Thorpe,
lady assistant steward; Ar
thur Allen, Anna Warren and
Margaret Donovan, executive
committee; Mary Lee Mar
low, musician; Bill Bates,
agriculture committee chair
man; and Andrew Skiles,
legislative committee chair
man. All officers are to go to the
Lexington Grange Nov. 25 at 2
p.m. for joint county instal
lation. The grange will have a
Christmas party with ex
change of gifts at the next
meeting Dec. 15 at 4 p.m. A
potluck supper was held
following the meeting.
The Boardman Tillicum
Club met Tuesday night of last
week at the home of Mrs. Gary
Petteys with Mrs. Jerry Peck
as co-hostess. Diane Zimliska
was a guest.
Final plans were made for
the bazaar the club is planning
for Nov. 30 at the Inland
Empire Bank from 10 a.m. to
5:30 p.m. Mrs. Roy Partlow
will be in charge of publicity,
and Mrs. Vernon Russell and
Mrs. Petteys will be in charge
of the tables.
The club will again sponsor
a Christmas decorating con
test between the businessmen
in town, but this year it will be
non-electric. The art class
from Riverside Junior-Senior
High School will color the
windows. Mrs. Joe Bartlett is
in charge of publicity, and
Mrs. Russell and Mrs. Rupert
Kennedy in charge of the
contest.
Mrs. Stan Henkle showed
the group some Christmas
craft work she has made.
The next meeting will be the
annual Christmas Carnation
Sister party Dec. 11. the place
to be announced later.
Mrs. Donald Baker has been
elected chairman of the
Women's Activity Committee
of Greenfield Grange for the
next year. The group met
Wednesday of last week at the
home of Mrs. Hazel Miller,
starting with luncheon at 12:30
p.m. Other officers elected
were: Mrs. Chub Warren,
vice-president; Mrs. Frank
Marlow, secretary; Mrs. Wal
ter Hayes, treasurer.
Card party hostesses for the
next five weeks were to be:
Nov. 20, Mrs. Marlow; Nov.
27, Mrs. W.G. Seehafer; Dec.
4, Mrs. Miller; Dec. 11, Mrs.
Arthur Allen; Dec. 18, Mrs.
Rollin Bishop. Since Christ
mas and New Year's both fall
on the day for regular parties,
they will both be cancelled for
those dates.
The next meeting will be
held at the grange hall Dec. 12,
and will be the annual
Mystery Sister party, at which
"time mystery sisters will be
revealed and new names
drawn for next year. The
officers will be in charge.
There were five tables of
pinochle in play at the card
party held Saturday night at
the Greenfield Grange hall,
sponsored by the Women's
Activity Committee of the
grange. Mr. and Mrs. Nathan
Thorpe were hosts.
High prizes were won by Bill
Bates and Mrs. Ed Kuhn.
Second highs went to Verne
Minnich and Mrs. Walter
Wyss. Mrs. Chub Warren and
Ed Kuhn received the travel
ing pinochle prizes.
There were five tables of
pinochle in play at the card
party held Tuesday of last
week at the hall. Mrs. Roy
Ball was hostess.
High prize went to AI
Rucker of Irrigon. and second
high was won by Mrs. Zoe
Billings. Nina Grant of Ar
lington and Mrs. Ed Kuhn
received the traveling pi
nochle prizes.

and son David of Mattawa.

Saturday at the home of Mrs.

Mr. and Mrs. Bud Ball of
Globe. Aril, have been visiting
the past week at the homes of
Ball's father and stepmother,
Mr. and Mrs. Roy Ball, and his
brother and sister-in-law, Mr.
and Mrs. Delbert Ball.
Nellie Busch of Butte,
Mont., arrived Saturday at the
home of her son-in-law and
daughter, Mr. and Mrs. Dan
Daltoso, for several weeks
visit.
Mr. and Mrs. Dennis Stan
hope and children Brian, Dee
and Dawn of Othello, Wn.,
were overnight visitors at the
home of Mrs. Stanhope's
mother. Mrs. La Vern Partlow
last Friday.

received top 4-H showmanship
award at the Pacific Inter
national Livestock show in
Portland.
She was presented with a
show-cane for her prize. Her
brother, Robert, took third
place in FFA swine.
Karen is a senior at River
side High School, and is an
8-year 4-H member. Her
parents are Mr. and Mrs. Pete
Richards.
