partment of Revenue, State of
Oregon, and county tax collec
tors are cooperating in admin

homeowners' property tax re
lief, which is based on "house
hold income" rather than the
age of the resident as the pri
mary basis for granting relief
on owner-occupied homesteads.
There are two pages of in
structions accompanying the ap
plication. Filing must be done
after Dec. 31, 1971. and not la
ter than April 15, 1972. Relief
cannot be granted for the year
it the application Is filed after
April 13, 1972, and no extension
of time to file can be granted,
Sheriff Mollahan emphasizes. ;
"Taxpayers may receive their
3 percent discount by paying in
full before Nov. 15, 1971, and
still apply for and receive re
lief after Jan. 1. 1972," Sheriff
Mollahan said. Those not pay

qualify or persons needing as
sistance or additional informa
tion after reading the. instruc
tions accompanying the applica
tion form are advised to contact
the couty tax collector's office in
the courthouse in Heppner after
Dec. 31, 1971.

now starting its 11th year as
an Oregon project. An active
dog obedience 4-H club will be-
gin for the second year In Mor
row County under the guidance
of Mrs. Norm Clow and Mrs.
Jack Graham.
The I II dog care and train
ing Is an excellent proJct for
both In town and country young
people. The dog care project
covers such subjects as: under
standing dogs and the responsi
bility of owning a pet, the
health, grooming, feeding and
training of the dog, understand
ing how dog shows operate, and
other Information associated
with dogs and their care.
Most families have dogs as
family pets the project offers
young people an opportunity to
work with an animal even
though they do not live on a
farm.
Mrs. Clow, Heppner 4-H lead
er, has volunteered to assist any
one In the neighboring locality
who would like to start a 4-H
Dog Obedience Project. She has
participated in many dog events
both with the animals she rais
es, and In conjunction with the
4-H club. She can take only a
limited number of new members
in her club, but would like to
assist in making the project
available to all boys and girls
interested.
Young people, or prospective
leaders, interested in the 4-H
dog obedience project should
call cither Mrs. Clow or the Ex

RECREATION REPORT
The Umatilla National For
est's recreation report for the
Heppner District recommends
tire chains on the higher ele
vation roads which have snow
up to 20 Inches deep.
The report states that roads
are hazardous. Bull Prairie
campground is still open but is
snow covered. Water Is avail
able as posted.
Lower elevation forest roads
are generally muddy. The Nov.
1 look at weather throughout
the forest area shows "cold with
rain, snow and wind".
