To amend the charter of the
City of Heppner, Oregon, by
adding thereto Article VII auth
orizing the reconstruction of
bridges, streets, and swimming
pool, damaged by flood and the
relocation of utilities proposed
to reduce further flood damage
for the City of Heppner; and the
Issuance of bonds in the sum
of $04,000.00 to provide funds
therefor. Be it enacted by the
people of the City of Heppner,
Oregon, that the charter of said
city be amended by adding
thereto Article VII to read as;
follows:
ARTICLE VII
(a) The Common Council of
the City of Heppner, Morrow
County, Oregon is hereby auth
orized, empowered and directed
to issue and sell general obll
gutlon, negotiable coupon bonds
of said city in a sum or sums
not to exceed $94,000.00. Said
bonds are to be used for the
purpose of reconstruction of
bridges, streets and swimming
pool, damaged by flood, and the
relocation of utilities proposed
to reduce further flood damage.
Said bonds are to be in denom
inations of $1,000.00 duly signed
by the Mayor and countersigned
by the City Recorder, whereby
the City of Heppner promises to
pay the bearer of each of said
bonds at maturity thereof tho
sum therein stated in lawful
money of the United States of
America, with Interest thereon
in like lawful money at a rate
not to exceed 6 per annum
payable semi-annually, each of
saiu bonds to be a General Ob
ligation of the City of Heppner,
and to bo dated at a conven
ient time to be fixed by the
Common Council to mature ser
ially, as determined by the
Council, provided that the date
of maturity shall not in any
event exceed 20 years from the
date of issue. The principal and
interest of said bonds shall be
payable at the office of the
treasurer In the City of Hepp
ner, and said bonds shall be
known as "City of Heppner
Flood Damage Repair and Im
provement Bonds 1971", and
shall be advertised and sold as
provided by the laws of the
