'Beginners Luck' Is
Theme of Flower Show
At the May meeting of the
Heppner Garden Club, the theme
"Beginners Luck" was chosen
for their first attempted flower
show. The show will be held
June 4 at the Ford Garage show
room. Entries will be accepted
from 8 until 10 a.m .in arrange
ments and horticulture.
Judging will start immediate
ly. The show will be open at
one o'clock to the public. Every
one is invited to view the flow
ers and displays and enjoy a
cooky and cool drink if it's hot
and hot one if It s cold. Mrs.
Rudy Mensch is in charge of
the refreshments. Each member
is asked to bring cookies.
Mr. and Mrs. Bill Rawlins are
co-chairman for the show. Mrs.
Wallace Wolff is schedule chair
man. Anyone having questions
concerning the show is asked to

Homer Hughes
To Woshingon
Homer Hughes, a Morrow
County Commissioner, appeared
twice Tuesday, at committee
hearings in Washington, D. C.
Homer made his first trip back
to the capitol representing the
county and to 'present requests
to appropriations sub -commit
tees of the House and Senate.
This is an effort to get initial
construction funds for the Wil
low Creek dam project which
has been authorized for some
Ullman recently
contacted Jiuie Paul Jones and
strongly urged that someone ap
pear in Washington on behalf
of the Willow Creek project.
Judge Jones said he had been
told it took 17 years of effort
to obtain funds for the Rogue
River project in Southern Oregon.

Morrow County Hospital Serial Levy
Tuesday, May 25 -- 8 A.M. to 8 P.M.
THIS MEASURE WILL PROVIDE $22,500 ANNUALLY FOR THREE YEARS
TO CONTINUE THE OPERATION OF PIONEER MEMORIAL HOSPITAL. COST
WOULD BE LEVIED AGAINST ALL TAXABLE PROPERTY IN THE COUNTY.
Th is is an ESSENTIAL Levy to Continue Operation of OUR hospital.
PURPOSE-
Purpose of this election is to submit to the voters
the proposition of a 22,500 annual serial levy which
would be levied against all taxable property in the
County. Its approval would empower the county
court to levy up to 22,500 per year, and collect taxes
for that amount, for a period of three years for the
operation and maintenance of Pioneer Memorial Hos
pital. The funds, would be used for no other purpose.
NEED--
To meet operational losses in the nursing home sec
tion of the hospital due to low revenue and lack of
revenue in the hospital proper because of a contin
ued low census.
HOW IT WILL BE USED--
To replace worn out equipment, repair equipment
that is not out dated and general maintenance of
the hospital plant.
POLLING PLACES--
Heppner Old Library Bldg.; Lexington City Hall;
lone City Hall; Irrigon City Hall; Boardman City
Hall.
WHY A SERIAL LEVY--
The county must call upon voters to decide on a ser
ial levy for a hospital operational and maintenance
fund for a three year period because the cost, cannot
be included in the county's ' annual budget without
exceeding the 6; limitation. Amounts to be expend
ed above the 6 limitation must be approved by the
voters. The forthcoming election is necessary, tq de
termine if voters wish to give the county court con-
tinued power to levy the funds needed up to. 23,500
per year. '
COST TO THE TAXPAYER--
Cost of the 22,500 would be one-fortieth of one per
cent of the taxable property in the county. This would
not exceed 25c per $1,000.00 true cash valuation.
