Walkway
There have been numerous
requests from parents wanting
a walkway along Riverside Aye.
from Morgan St. up to the Wa
ter St. bridge. Complaints have
stemmed from students walking
In the street following basket
ball games. There U no other
place to walk and with dark
jackets on. they are hard to
see. The city council had con
sidered grading out a level ar
ea back from the road that
would be graveled and later oil
ed to accommodate the students.
There were some complaints
from families along that street
whose homes back on that
street. They felt the walkway
wouldn't be used enough to
warrant the expense. The ques
tion was referred to the Street
Committee: Dnve McLeod, Jerry
Sweeney and Rita Hodman.

Jaycees regarding Improvements
to the play area of the city park.
They were Interested In putting

city would have a good supply
of water for 30 years. The city
is faced with a new water line.
The old well was laid zig zag,
thinking this would slow down
the giavlty flow of the water.
The new line would be within
the city right-of-way In the
road and the city could pickup
revenue from outlets. Vic said,
'The new well is only 30 feet
from the city main and the
citv can tap into it pretty easy.
Vic said he was opposed to a
submersible pump. If something
goes wrong, the whole "ball of
wax" has to come out. Vic was
Jubilant and considered the
"new well" a wonderful anni
versary gift of 21 years with the
City of Heppner. The well wa
ter will be tested before being
Introduced Into the city system.
Fire Works
The 1908 fire works ordinance
is not in conflict with the Ore
gon Statutes. This requires n
fee of $30 for a license to sell
fire works within the city lim
its. Sewer Treatment School
Bud Springer attended a Sew
er Treatment School at Oregon
State. Where 40 had been ex
pected there were 200 in at
tendance to become qualified
operators.
Vic reviewed briefly some of
the problems with the sewage
treatment plant. The digester is
overloaded. The state recom
mends a second digester. Sew
age system standards are con
stantly being raised.
The city recorder was asked
to write J. Val Toronto of Pen
dleton to survey the needs for

Vic noted there may be a need
for a new filter which was or
Iclnally mercury sealed. The
city has taken out the mercury
and Is using bearing oil. The
state has eliminated the mer
cury seals on filters and are
trying to trace mercury In sys
tems and the streams and rlv
era. The Heppner filter used 20
pounds of mercury to seal It.
The city still has the mercury.
The Council approved a $100
drawing account for the Library
to pay for books and office sup
plies. A summary of all purch
ases would be given the rity
before asking for the next $100.
A 90 day variance was grant
ed Sam Heath for the parking
of a mobile home alongside Fi
esta Bowling Alleys.
Council approved a call for
bids for a pump for the new
well. Vic suggested a 40 horse
power pump that would pump
800 gallons per minute.
The city discussed the con
struction of a Guard Rail by
Ed Wilsons between Hill St and
Matlock St. west of the Swee
ney property. There would be
about 50 feet of railing. The
city has ties for posts and the
Avon Melby told the council
she couldn't afford to continue
spraying the seven Box Elder
trees on her parking strip and
said she would like to have
Columbia Basin to cut them
down. It seemed the opinion of
the council that while the park
ing strip or utility strlg belongs
to the city it Is the responslbll
Ity of the property owners. City
Attorney said a survey would,
have to be made to determine
the exact location of the trees.
The meeting adjourned at
10:27 p.m.
