The firm U completing the
third phase of a comprehensive
planning study for Morrow
County prior to adoption of a
County zoning ordinance. Coun
ties are required by law to have
completed such a plan and have
Implemented it with a zoning
ordinance prior to Jan. 1, 1972.
The purpose of Monday's
meeting was to Inquire into
changes that might be indicat
ed for the local comprehensive
plan adopted In 1964. These
along with plan changes of oth
er communities, will then be
considered for incorporation in
the final County plans.
Irrigon Councilman CiTen Oath
At the January session of the
Irrigon City Council, the oath of
office was taken by Dorothy
Irish, newly elected Council
member and by Chester Wilson
who was re-elected to a Coun
cil position. The other re elected
member, Felix Friend, was ab
sent.
Since the charter requires all
members to be present when
balloting for the mayor position
from among elected Council
members, this election was de
ferred to a later meeting. Ap
pointment of a Recorder also
requires a full Council and was
deferred.
Rita Clark of Clarks One Stop
Grocery, appeared before the
Council with request for approv
al of renewal of a class B liq
uor licease application. Earlier
request was delayed because
the store has been closed for
several weeks during the Clarks
absence from the community. It
is to reopen now. The applica
tion was approved.
In other business the Council
was informed that the grade
crossing construction at 10th
Street, across the Union Pacific
tracks had been approved with
out a hearing, since all agen
cies Involved hud given their
sanction. A permit has been Is
sued by the Public Utility Com
mission of Oregon covering the
crossing. This crossing will give
direct entrance to the park on
the Columbia River.

from his recent heart attack af

from Milo, Oregon, were recent
visitors of their grandparents
and were accompanied by two
of their friends. On their re
turn trip they met with a ser
ious accident when their car
skidded on black ice seven
miles west of The Dalles and
was completely wrecked. One of
the girls suffered a broken hip
and was flown by Mercy plane
to the hospital at Medford. The
other members, received numer
ous cuts and bruises and were
picked up by their father from
Milo, Oregon.

The lambing season has now
started for the two Davis fam
ilies and several have had trip
lets while most of the others
are twins. Emmett Davis is
still a patient at the Heppner
Hospital but expects to be dis
charged this week.

Unon retirement as an em
ployee of the Corps of Engin
eers, at MCNary Lam, naryey
Warner was presented a paint
ing of himself and his wile,
Zepha, done by a long time
friend, Jim Humphrey. Mrs.
Warner was presented a carna
tion corsage when they visited
McNary Friday, where he had
worked as cost accountant.

Kinzua Looks to 1971
Kinzua Corporation looks to
ward a more active participa
tion In Grant County's economy
in 1971. Our 60,000 acre tree
farm In Grant County will re
eclve more intensive manage
ment as a result of programs
now under construction. Com
pletion of a new green veneer
plywood plant at the company's
mill In Heppner will mean the
commencement of logging opcr
atlons on the Rudlo Mountain
property. A new logging compa
ny will be formed In Grant
County and their equipment
and personnel will be oriented
towards more esthetic logging
practices that will preseve rec
reational and watershed values.
In 1970, Intensive range land
development took place on the
Rudlo Mountain property in co
operation with the Monument
Grazing Association. Heavy
pmiinment was assigned to de
velop fifty-four stock and fire
protection ponds, roads were Im
proved and a new eight acre
lake was constructed. Investiga
tion is now underway on the
type of land lease that would
be attactive to local area resi
dents enabling them to con
struct summer homes on Rudio
Mountain.
Starting In January remodel
ing work will be started on the
inside of the Kinzua Mercan
tile. These changes are Intend
ed to brighten up our store and
make it more efficient in its
operation, with you the custo
mer in mind. During this per
iod things will probably be in
a turmoil and things not where
they use to be found but
bear with us and we thank you

Mrs. Charles Daly was in
Portland last fall to have a
bone splinter removed. The
splinter was an aftermath of
the accident the Dalys suffered
i PnnHiotnn last May. The Da
lys were in Portland last Friday
for a checkup for Mrs. Daly.
She seems to be on the road
to recovery.
