Many districts in tlx? state of
Oregon had their budgets de
feated last year. The budget
defeats were quite numerous on
iiubsx-ouerrt ee-tion with f-v-eral
dis.trl'-ts having their budg
ets defeated a wond and th,d
time. Budget defea's are high!',
undesirable In that they crea'e
additional exp-nies ;s w-j 4

additional cost must lx- borne
by the- taxpayer and this cost

turn to the educational program
of the district.
The 11 member of the School
Board and Budget Committee
are w-H aware of the me In
property taxes as thev re
taxpayers themselves. With the
burden of the profx-rty tax in
mind they very carefully review
and evaluate the items listed
In the school budget. However,
becauw they work directly with

posal. Now the ball has been thrown

ure. Any new form of raising
revenue to offset property tax
es must be approved by th
people, however. Because the
legislature cannot attach the
emergency clause to revenue
measures, it either must refer
tax reform plans to the voters
or expect any measure it ap
proves to be tested by popular
referendum.
Ultimately then, again, the
people and not the legislature
will have the final say. Every
voting citizen should bear this
in mind, and be prepared to ac
cept constructive ideas the next
legislature is hard-pressed to
propose. If not, we must be pre
pared to accept the continuing
rise in local property- taxes
which makes OTR's report such
uncomfortable reading.
