AT THE THIRD ELECTION AT THE SIX REGULAR POLLING PLACES
Monday, July I, 8:00 a.m. to 8:00 p.m.
WE, AS CITIZENS WHO ARE DEEPLY CONCERNED ABOUT OUR SCHOOL
SYSTEM, BELIEVE THAT fT IS IMPERATIVE THAT EVERY ELIGIBLE VOTER CAST
A BALLOT IN THIS ELECTION. THE MATTER IS IN THE CRITICAL STAGE, AND
WE EARNESTLY ASK YOUR SUPPORT FOR THE BUDGET.
In the hope of creating a better understanding about the budget and the present school situation, we submit this information:
Budget Reduced
After the budget defeat on June 3, 1968,
the district budget committee reduced the
budget by $47,656 and increased receipts by
$2,400. This reduced the proposed tax levy
by $50,056.
Number of Teachers Cut
Major reduction was made in the area of
teachers' salaries by eliminating two teach
ing positions. In all, this makes a total re
duction of six teaching positions from this
year's staff. ;
Other Reductions Made
Other cuts were made at any place in the
budget where " it was felt the reductions
would do the least damage to the year's
educational program. ' '
Increase Now Only 4
These reductions eliminated more than half
the proposed increase in the budget over
that for 1967-68, so that the budget to be
voted on July 1 shows an increase in require
mens of $49,958. This amounts to an in
crease of 4 over the present budget and
parallels the 4 increase in the cost of liv
ing index.
Receipts Decline
Budget receipts from sources other than
property tax have declined in the amount
of $52,388. This decrease is due primarily
to a decline of state basic school support
revenue. Most of the decrease in receipts
is in the area over which the Budget Com
mittee and School Board have no control.
Retirement, Social Security
Responsible For Half of Increase
The largest single budget increase resulted
from changes made in the social security
law and the retirement law. The new rates
must be applied for the 1 968-69 school year,
without any choice by the school district,
and have resulted in an increase to the dis
trict of $25,000.
The increase for these two items constitutes
over half of the total budget increase. We
emphasize that this is fixed by law and is
a matter over which the Budget Committee
has no control.
Salaries Aim at Average
Salaries for non-teaching personnel were al
so increased to meet average state salaries
for similar positions.
Much of Budget
Below Year 1967-68
Overall the remainder of the budget total
is less than it was for the current year with
reductions actually shown in several areas,
such as in transportation, health services,
and capital outlay.
Committee Aims at Economy
We believe that the School Board and the
Budget Committee have endeavored to pre
sent the most economical budget possible
while meeting and attempting to correct a
deficit situation faced during the past two
years.
WE BELIEVE THAT IT IS IMPERATIVE TO MAINTAIN AND OPERATE
A FINE SCHOOL SYSTEM IN MORROW COUNTY FOR THE WELFARE
OF OUR CHILDRENWE BELIEVE THAT THIS IS ONE OF THE SOUNDEST
INVESTMENTS THAT WE, AS CITIZENS, CAN MAKE.
