County Agent's Office
Bureau's Irrigation Studies
Of Significance to County
Signifi
By GENE WINTERS
County Extension Agent
The reports by John Mangan
and Paul Draper or the Bureau
of Reclamation at the Heppner.
Morrow county Chamber of
Commerce meeting Monday
show a landmark has been
passed in the county with two
irrigation feasibility studies now
underway.
Mangan announced the long
awaited south bank study of
the Columbia T.iver has started.
Draper Is concerned with the
classifying of soils along Willow i
Creek to determine suitability
for Irrigation from water im
pounded bv the proposed Wil
low Creek dam upstream from
Heppner. Although the Willow
Creek project is under the
sponsorship of the Corps of En
gineers, the Bureau of Reclama
tion has the irrigation respon
sibilities. The Irrigation suitability clas
sification of the Bureau of Rec
lamation is designed to select
lands for Irrigation under laws
and policies governing water re
source development in the west
ern states.
In this system of classifica
tion, lands are grouped having
similar physical and economic
qualities which affect suitabil
ity for Irrigation. Such classes
express the level of payment ca
pacity. Class 1 has the highest
level of irrigation suitability,
hence the highest payment ca
pacity. Class 3 has the lowest
suitability and payment capac
ity. Class 4 designates special
uses or conditions. Class 5 is
used only for a temporary de-
lgnatlon. Class 6 is land not
suitable for irrigation develop
ment.
Soil scientists for the Bureau
examine the soil for effective
usable soil depth, water reten
tion and supplying capacity
basic Intake rates, permeability
and drainage, the amount and
kinds of salts, the sodium stat
us, the topography, and other
similar tests.
Much of the land along Wil
low Creek has been previously
soil surveyed by the Soil Con
servation Service.
The land capability classifica
tion by the SCS has some sim
ilarity but for a different pur
pose. The SCS classification Is
designed to provide individual
land owners and operators the
information needed for soil-water-crops
management.
Besides soils Information, Dra
per collects information needed
by economists, hydrologlsts and
engineers concerned with the
protect. Needed information is
used to determine the produc
tivitv of the land, cost of pro
duction and land development
costs within the locale of the
Willow Creek Project.
