ial tax is contemplated for re

ed. "Repayment of the bonds will
be cared for from the regular
state general fund," he added.
"The alternative (to adopting
the bond-financing approach)
would be for the needed build
ings to be paid for in full by
direct appropriation from the
general fund. Because of limi
tations of the general fund, fin
ancing by bonds is endorsed to
spread the payment over a per
iod of 30 years."
Sprague also commended
Morrow county's Colleges for
Oreeon's Future committee.
The commendation, addressed
to Mrs. N. C. Anderson of Hepp
ner, chairman of the county com
mittee, congratulated her group
"for its excellent efforts in in
terpreting Ballot Measure No. 1
to the Deonle of Morrow county."
Ballot Measure No. 1, the only
state wide issue in the May 15
election.would clear the way for
immediate starts on 13 virtually
needed buildinc projects at col
leges and universities of the
State System of Higher Educa
tion and additional projects at
the various community colleecs.
Morrow county last year had
74 students enrolled in the nine
State System institutions. "The
number is up this year, oi
course," Sprague said.
Among the building projects
on the State Board of Higher
Education's priority list is a
science-mathematics building at
Eastern Oregon College.
Building plans for Blue Moun
tain Community College will also
get a boost with passage of the
bond measure.
Trial Date Set
Trial of Phil Sherrell of Ar
lington, charged with assault
and battery, has been set by Ol
iver Creswick, Heppner justice of
the peace, for May 12. Sherrell
was arrested following an inci
dent that allegedly occurred
when he went to repossess an
auto that his firm had sold to
Joan Smith, Lexington. She filed
the complaint on April 20. Sher
rell has entered a plea of inno
cent and trial will be by jury.
